- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price contract to The Boeing Company (TBC) 6200 JS McDonnell Blvd St. Louis MO 63134 using authority FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for the procurement of Non-Recurring Engineering for ECP6421SOW Generator Converter Unit (GCU) Reliability Improvement efforts. NAVAIR intends to procure non-recurring engineering efforts to include a total of nine (9) GCU Test Articles. ECP6421SOW efforts support the fleet's requirement to improve the reliability of the existing GCU and decrease Aviation Depot Level Repairable (AVDLR) costs. TBC is the sole designer, developer, manufacturer and integrator of the F/A-18E/F/G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
