Description
Synopsis: This is a sources sought notice and synopsis announcement. This is not a solicitation for proposals and no contract shall be awarded from this Request for Information (RFI). No response will be provided for requests for a solicitation. This sources sought notice is published to assist the Government for market research purposes only. The Government will not reimburse contractors for any costs associated with responding to this sources sought notice. Description: The Defense Threat Reduction Agency (DTRA) requires a non-personal services contract to provide strategic counterintelligence and security operations support services. The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard interests of the United States from Weapons of Mass Destruction (WMD) by controlling and reducing the present threat, preparing for the future threat, and providing quality tools and services for the Warfighter. The mission of the Security and Counterintelligence (SC) Office is to provide for the protection of people, activities, information, facilities, cyberspace and missions in support of DTRA, the Department of Defense (DoD), and national security objectives. The SC Office manages and implements protection activities utilizing DoD mandated security and counterintelligence (CI) programs. DTRA CI programs include Research and Technology Protection (RTP); Arms Control Treaties and International Agreements; Briefings and Debriefings; CI Research; Cyber Counterintelligence; CI Escorts; CI Support; CI Services; CI Administration; Technical Surveillance Countermeasures (TSCM); Insider Threat; CI Analysts; and CI Database Administrator. DTRA Security programs include Physical, Industrial, Personnel, Operations, and Information Security; Antiterrorism/Force Protection; and Special Security under Director, Central Intelligence Directives. Scope and Timeframe: The scope of the envisioned contract will provide Counterintelligence and Security services to DTRA in the following areas: 1) Research and Technology Protection (RTP): - Provide all counterintelligence activities in support of RTP programs. - Assist program managers with identifying and protecting Critical Program Information (CPI). - Provide limited Threat Vulnerability Assessments for programs, locations, or resources. - Conduct interviews for walk-in personnel 2) Liaison: - Maintain professional liaison with external customers, law enforcement Officers, and government counterintelligence counterparts. 3) Arms Control: - Provide all counterintelligence activities in support of arms control treaty agreements -- Perform national escorts' duties for stateside missions. -- Perform Technical Equipment Inspections (TEI) 4) Briefing and Debriefing: - Maintain the Briefing and Debriefing Center. --Conduct tailored briefing and debriefing to DTRA Travelers. --Write Operations and Intelligence Information Reports (IIR) 5) Analysis and Production: - Conduct research projects; continuous analyze of activities and information to identify patterns, trends, and potential vulnerabilities - Prepare position papers and decision briefings to justify or validate exploratory projects - Have current data and knowledge of Foreign Intelligence Entities (FIE) methods of operations; provide interpretative judgments to senior leaders - Produce analytical products - Prepare well researched and informative intelligence and counterintelligence reports and products. - Apply knowledge for FIE tradecraft and methodology to analyze data, formulate hypothesis, prepare studies, and provide comprehensive assessments. - Identify and recommend collection requirements. 6) Training: - Conduct CI training annually to DTRC and field office personnel. Training session topics include foreign counterintelligence, insider threat, anti-terrorist/force protection, and RTP. 7) Database Administration: - Maintain a Microsoft SQL database - DoD 8570.01-M Requirements for IAT II 8) Technical Security Countermeasures: - Provide TSCM support for the Agency 9) Cyber Counterintelligence: - Maintain/operate the Cyberspace section for the Agency. - Operate cyberspace software to collect pertinent data and provide analysis periodically 10) Insider Threat: - Maintain/operate the Insider Threat program in its entirety 11) Travis AFB Base Requirements: - Must have a breadth of knowledge to conduct multiple counterintelligence functions (listed above) at a journeyman level. - Security knowledgeable personnel capable of same functions mentioned in Albuquerque Field Office Requirements at a journeyman level 12) Albuquerque Field Office Requirements: -Personnel Security specialist with a basic knowledge of other security disciplines. - In-and Out-Process DTRA personnel. - Perform Alternate Special Security Representative (SSR) duties - Must have a breadth of security knowledge to include a basic understanding of physical, personnel, information, communications, and operations security and can operate at a journeyman level. 13) General Requirements: - Pool of personnel with a minimum security clearance level of TOP SECRET//SCI. Company must posess an active TOP SECRET facility clearance. - Contractor should demonstrate resources to accommodate requirements by past performance evaluations of similar contracts - Licensed in California, Virginia, and New Mexico to provide contract services at all of our locations. - Price listing for personnel. The estimated Period of Performance (PoP) for the contract is one year from contract award with four, one year option years (five years total). Location: Work will be performed at the Defense Threat Reduction Center in Fort Belvoir Va., and at two DTRA Field Sites (Travis AFB, CA, and Kirtland AFB, NM) Capabilities Statement: Sources sought responses shall reflect both corporate capabilities and experience related to the above scope. Responses are to be limited to a capabilities sheet of no more than 5 pages. Company information should include point of contact, phone number, fax number, e-mail address, business size, and small business classification (8a, HUBZone, etc.) if applicable. Non-profit organizations must also indicate size (small business or large business). You should also indicate if your company is currently providing services under any DoD or federal contract including GSA Schedule for the services described above. If your company is currently performing similar services for the Government, please include the applicable contract number. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation and statements received shall become the property of the U.S. Government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
