Description
THE U. S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis. This is not a Request for Proposals. This Sources Sought Synopsis a market survey of commercial and public entities available to provide the NRC with the services described below and to assess their availability and potential technical capabilities. Services are to be provided to the NRC at the agency's training center located in the NRC Headquarter buildings located in Rockville, Maryland. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 541611, Administrative Management and General Management Consulting Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. MANDATORY QUALIFYING CRITERIA: The contractor key personnel must be certified as MASTER Lean Six Sigma BLACKBELTS. The contractor must possess familiarity with Lean Six Sigma projects to include Kaizen events. The purpose of this announcement is to provide potential vendors the opportunity to submit information regarding their capabilities to perform this work for the NRC. All contract work must be free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed under item 9 below. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Telephone inquiries or responses are not acceptable. Submission of additional materials such as glossy brochures or videos is discouraged. Please address the market research questions below, and provide capability information on your staffs' qualifications and your company's experience and qualifications as demonstrated through similar contracts or efforts. Responses to Questions 1 through 9 below should not exceed (10) pages: 1) Organization name, address, email address, Web site address and telephone number. 2) What size is your organization with respect to NAICS code 541611 (i.e. "small" or "other than small")? If your organization is a small business under the aforementioned NAICS code, what type of small business (i.e. small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a), or HUBZone small business? Specify all that apply. 3) What is the size of your business in terms of employees and consultants? Please provide a breakdown between the two categories. 4) Although no geographic restriction is anticipated, if responding organizations are located outside the Washington Metropolitan area (Maryland, Virginia, and the District of Columbia), indicate how the organization would coordinate with the NRC training center located in the NRC Headquarter buildings in Rockville, MD, in order to provide the support services. 5) Does your organization have past performance/experience providing the Lean Six Sigma training, facilitation and consulting support services? If so, please list and describe those contracts (contract number, contract type, contract dollar value, description of supplies and services included, period of performance, and name of the company, agency, or government entity for which the work was performed) and indicate your organization's role (prime contractor, first tier subcontractor, and/or supplier). 6) Indicate whether your organization provides Lean Six Sigma training, facilitation and consulting support services on existing Federal Government contracts (i.e., GSA Federal Supply Schedule contracts or GWAC - Government-wide Acquisition Contracts) that the NRC could order from, providing the contract number(s) and indicate what is currently available for ordering from each contract. 7) Has your company previously faced organizational conflict of interest issues with NRC? If so, how were they resolved? 8) Does your company have a published price list for this training and consulting services? If so, please provide a copy of the published price list. 9) Describe any other information your company deems relevant to supporting the Lean Six Sigma training, facilitation and consulting support services, which includes all management, supervision, administration, and labor for the certification of NRC Lean Six Sigma Trainees and for Lean Six Sigma Project Facilitation, Consulting and Support Services. Specific activities include: 1) provide Lean Six Sigma Black Belt and White Belt certification training; 2) provide Lean Six Sigma project facilitation services in the form of both Lean Six Sigma projects, Kaizen events and any other necessary workshops; and 3) provide support which is directly related to facilitating Lean Six Sigma process improvement projects, or contributing to the goal of implementing a successful and sustainable Lean Six Sigma process improvement program. Interested firms responding to this Sources Sought Synopsis are encouraged to structure capability statements in the order of the area of consideration noted above. All capability statements sent in response to this notice must be submitted electronically, via e-mail, to Mark Lohrmann, at Mark.Lohrmann@nrc.gov, in either MS Word or Adobe Portable Document Format (PDF). This market survey is being conducted through the Federal Business Opportunities Web portal (www.fbo.gov) to reach the widest possible audience and to gather current market information. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in the Federal Business Opportunities Web portal (www.fbo.gov).
