Description
US Army Corps of Engineers, Walla Walla District will host a Pre-Solicitation Conference for the McNary 4160/480V Station Service Upgrade Project. The conference will be held at McNary Lock and Dam, 82790 Devore Road, Umatilla, Oregon, on December 4, 2012 beginning at 10:00 AM Pacific Time. A draft Request for Proposal with Draft Technical Specifications and Plans will be posted to this notice on or about November 15, 2012. The purpose of this conference is to discuss the technical and contractual aspects of the draft RFP, to answer questions concerning the procurement and the specifications, and to partner with industry in order to successfully accomplish this project. Prior to conference attendance, it is requested that all participants review the draft RFP and specifications and submit any questions, comments or concerns in writing via the automated inquiry system listed below. Please submit questions or comments by November 29, 2012 to allow the technical and contracting team sufficient time to fully address the issues and prepare responses prior to the conference. All inquiries regarding this Draft Request for Proposal and the Pre-Solicitation Conference are to be submitted via Bidder Inquiry system. Telephone and email inquiries will not be accepted. Bidder Inquiry is a web-based program that allows bidders to post questions and view all questions by other bidders and responses by USACE. Bidder Inquiry can be accessed through ProjNet at https://www.projnet.org/projnet/. To access the ProjNet-Bidsm website for the first time: 1. Click the Bid tab 2. Click Bidder Inquiry. (The Agency is USACE.) 3. Enter the following information for access: a. The Bidder Inquiry Key: PD4EH4-3UA76W b. Valid business contact information-e.g. Company name, contact person, business address, phone number and email address. (Required on first project only); c. Establish a secret question and answer which will be used as a password. (Required on first project only); d. For subsequent access use your email address, the Bid Inquiry Key and response to the secret question to access the ProjNet-Bidsm Module. 4. Submit questions or review questions and answers. A bidder who submits a question will receive an automated email notification that their question has been received. When an answer is posted to a question, the question and answer is then available for all other bidders to review. 5. For specific step-by-step for POSTING YOUR INQUIRIES, see the Reference link on the Contract Viewer. 6. For questions about the ProjNet-Bidm, please contact the Call Center help desk toll free at 1-800-428-HELP, which operates from 8AM to 5PM (Central US time zone). ProjNet-Bidsm questions can also be emailed to the helpdesk at staff@rcesupport.com. The conference will begin in the Theater/Meeting Hall located on the Oregon side at McNary Dam, where a brief overview of the project will be provided, followed by a question-and-answer session. A site tour will then be given, followed by a review of the proposal submission process. The conference will conclude with a final question-and-answer session. Industry partners planning to attend this Pre-Solicitation Conference must register no later than 2 days prior by visiting the following website: https://nww.usace.afpims.mil/BusinessWithUs/Contracting/BidderSiteVisitRegistration.aspx In order to register, attendees must be prepared to provide the following information: 1. Name of individual attending 2. Citizenship 3. Name of company/firm being represented 4. Phone number Each individual attendee must possess valid government-issued picture identification. There can be no substitutions of one individual for another. If an individual arrives at the Pre-Solicitation Conference without having registered and/or arrives without valid government issued picture identification, that individual will not be allowed on McNary Project. All Pre-Solicitation Conference attendees shall abide by the current version of the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). In accordance with Section 5, "Personal Protective and Safety Equipment" all attendees shall wear personal protective and safety equipment (hard hat and steel toe boots) as required by this regulation while on McNary project. Failure to comply will result in denial of access to McNary Project. The latest version of EM 385-1-1 is available online at: http://www.usace.army.mil/SafetyandOccupationalHealth.aspx ACCESS FOR FOREIGN NATIONALS : Obtaining security clearance for foreign nationals to attend this Pre-Solicitation Conference can take up to approximately 4 weeks to process and approve. Foreign Nationals requesting attendance to this conference must send appropriate documentation as soon as possible. Please send documentation by email (.pdf files are preferred) to Elaine.M.Vandiver@usace.army.mil and Kathy.J.Mooney@usace.army.mil Acceptable forms of documentation include: A US passport; Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B). Foreign nationals must have received clearance prior to being granted access to McNary Project.
