Description

The Department of Veterans Affairs Medical Center, Central Acquisition Service (CAS), Veterans Integrated Service Network (VISN- 6), Hampton, Virginia is seeking potential sources capable of providing all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform the Refuse Collection and Recycling services for the Department of Veterans Affairs Medical Center, (VAMC) at Hampton, VA 23667. The contractor shall perform to the standards identified in the contract as well as all local, state, and federal regulations. Service to include, Integrated Solid Waste Management: The contractor shall provide all Compactors, Dumpsters, and Open top containers. The contractor shall establish vehicle routes and collection schedules to accommodate all refuse in these containers. The contractor shall ensure all containers do not exceed 80% capacity. The contractor shall pick up all litter, waste, and recyclable material on the ground within a 10 foot radius of all containers. Public Use Trash Receptacles: Contractor shall empty, collect, and dispose of all waste and replace liners (Contractor furnished) in (85) government furnished trash receptacles located in public use areas before 80% of their capacity is exceeded. All receptacle location will be provided. This is an estimate of the different types of trash compactors and dumpsters requiring service: (Two-30CY) Open top roll-offs: Roll-offs will be located within a locked fence and contractor will be issued a key to lock and unlock gates. (Five-34 CY) Trash Compactors; (Two-40CY) Recycle compactor; (Ten-8 CY); (Four-6 CY) and (Two-8 CY) Recycle dumpsters. Other contractual requirements will include VA, Unscheduled/Special Events, Clean ups, Storm Debris, Inclement Weather Schedule. The Contractor shall conduct direct sales of recyclable commodities through a Quality Recycling Program (QRP), with 100 percent of the revenues generated by the resale of recyclable commodities to be retained by the government. All revenues generated by the resale. The contractor shall be responsible to secure all necessary permits, bonds, and insurance that may be required by the State of Virginia, and/or cities and counties. Contractor shall provide this documentation to ensure compliance. Any and all Refuse Collection and Recycling services identified within the performance work statement. Contractor shall establish collection routes between the hours of 5:00 am and 6:30pm for this 24/7 operating facility. There may be times when the contractor may be needed after normal working hours. The applicable NAICS Code is 562111 / All Other Miscellaneous Waste Management Services / size standard $12.5Mil. No formal solicitation document exists at this time. Please provide a Capability Statement to this sources sought notice to include the following: name and address of company; business size (large or small); identify whether or not firm falls into any of the following socioeconomic categories - 8(a), HUBZone, Service Disabled Veteran-Owned; firm's experience in providing Refuse Collection and Recycling services meeting VAMC requirements in a professional setting and any other pertinent information, which demonstrates ability to meet the above requirement.
