Aviation Blvd., Suite 2142-A8, EI Segundo, California, 90245-2808 Contracting Officer Jeffrey Dedrick, SMC/PKJ, 310-653-9736 Description Classification Code: R - Professional, administrative, and management support services NAICS Code: 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) [Size Standard: 1000 employees] Solicitation #: FA8808-11-R-0009 The MILSATCOM Systems Directorate (SMC/MC), Air Force Space Command, invites all prospective contractors to review the Request for Proposal (RFP) and submit a proposal for Military Satellite Communications (MILSATCOM) Analysis Systems Integration and Engineering Services (MASIES) Contract. The MASIES effort is to provide and maintain enterprise systems engineering and integration for the MILSATCOM Systems Directorate. Proposals are due no later than December 17, 2012 at 4:30 pm PST, which is 45 calendar days from November 2, 2012, the date the MASIES RFP all of its documents were posted in the MASIES Bidder's Library. Interested offerors must have access to the MASIES Bidder's Library to obtain a copy of the MASIES RFP and all of its documents. Offerors may request access to the MASIES Bidder's Library by emailing a signed Non-disclosure Agreement to MASIES Workflow at: SMC.MCEO.SS@us.af.mil prior to being granted access to the MASIES Bidder's Library. All information in the MASIES Bidder's Library is at the unclassified level. This RFP is not an authorization to begin work or to incur costs for either the work described above or in the attachment hereto. In the event that a contractual action is never issued for the subject requirements, all work performed or expenses incurred shall be at the contractor's own risk and not chargeable to the government. OMBUDSMAN: The Space and Missiles System Center Ombudsman is Mr. James Gill. You can reach him at James.Gill.10@us.af.mil or at (310) 653-1789. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns with potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of the proposals or the source selection process for this acquisition.
