- The purpose of this special notice is to provide draft Request for Proposal (RFP) No. DE-SOL-0003641 to industry for review and comment. This is a draft RFP only (a final RFP will not be released until the Government reviews comments and questions received from this draft). Proposals are not requested at this time. Release of the draft RFP in no way commits the Government to procure this requirement. The Department of Energy (DOE) National Energy Technology Laboratory (NETL) has a requirement for Site Operations Services (SOS) which encompasses various operational and maintenance support necessary to maintain the facility infrastructure. Services shall include, but are not limited, to Site Management Support; Environment, Safety, and Health (ES&H) Support; Property Support; Grounds Maintenance Support; Janitorial Support; and Mail Room Distribution Support. The acquisition is anticipated to be set aside for 8(a) small businesses who qualify under the North American Industrial Classification System (NAICS) code 561210, with a small business size of $35.5M. The SBA Requirement No. is 0390/12/203735/01. Interested parties are invited to submit comments and questions regarding the draft RFP. Comments and questions relating to the draft RFP are required to be submitted in writing by email to the following email address: SOL0003641@netl.doe.gov. All comments and questions must be submitted no later than Friday, November 30, 2012 at 3:30 pm local time. NETL will not respond to comments and/or questions. However, all comments/questions relating to the draft RFP will be taken into consideration in development of the final RFP. The information presented in the draft solicitation is subject to change and incurring expenses or beginning to formulate an approach in preparation for the acquisition based on information presented in the draft solicitation is not encouraged and is solely at the potential Offerors risk. NETL has initiated an electronic reading room as part of the strategy to provide information that may benefit potential offerors in preparing their proposals for the final RFP, when issued. The information is provided to assist the reader in gaining an enhanced understanding of the requirement. The reading room may be accessed at http://www.netl.doe.gov/business/solicitations/ssc2008/index.html. A FOIA release version of the current NETL support contracts are also posted in the electronic reading room. Offerors requesting a FOIA copy of the current contract will be directed to the reading room to download it from that location.
