Description
Potential need for large capacity pump rental with supplies and operators in Manhattan, NY. This sources sought will assist in determining availability and various set-asides. The Robert T. Stafford Disaster Relief and Emergency Act is applicable to this requirement. A solicitation may be set-aside for affected businesses in the New York counties of Bronx, Kings, Nassau, Richmond, Suffolk, and Queens. The Request for Proposal will use Best Value procedures to award. Evaluation factors will include past performance, past experience, time to deploy the required size and capacity of pumps, time to reach full contract specified pumping gpm, and price. Award will only be made to vendors with current registration in System for Award Management (SAM.gov). Interested sources who are able to meet the initial need (see below) are asked to submit the following information: vendor name, address including county, 24 hour telephone number, point of contact; business size based on NAICS 333911 and small business threshold of 500 employees. Responses to this sources sought information must be submitted to Denise.m.cramer@usace.army.mil no later than 9:00 a.m. CST, Thursday, November 1, 2012. Rock Island District of the Corps of Engineers (W912EK) will post any solicitation for this requirement. We anticipate a solicitation will have a response time of no more than 24 hours. The initial need could be for 8 - 12 inch trailer mounted pumps with discharge hose and piping for ½ mile in length. The requirement may include submersible hydraulic pumps. Total pumping capacity could be up to 15,000 gpm. Specific areas will be identified in the solicitation. Hoboken Station Tunnel, Holland Tunnel, Word Trade Center, West Street Underpass, and Brooklyn Battery Tunnel (Hugh L. Carey Tunnel) may be included in the initial requirement.
