Description
Notice Description This Sources Sought notice is to identify potential sources via a Request for Information (RFI) and is not intended in any way to solicit proposals at this time, whereby, capable parties of any business size-type are encouraged to respond to the Contracting Officer in writing only. The response shall be an informative and brief statement (not to exceed 5 pages) demonstrating capabilities available to meet this requirement. Submissions shall be emailed to the Contracting Officer using the contact information provided in this announcement. Request for Information (RFI) The United States Patent and Trademark Office (USPTO) has a potential requirement to acquire a software license for the Derwent World Patent Index (DWPI) value-added international patent database which shall be loaded in-house and provides access, for unlimited Government use, through commercial hosts or other platforms such as Dialog, STN, LexisNexis, Questel and Thomson Reuters. The costs of the license and the unlimited access through commercial hosts will be at a firm fixed price. Potential Contractors must have an agreement with commercial hosts to provide USPTO access to the international patents database. "Government Use" includes use by USPTO employees wherever situated, including employees participating in agency telework and work-from-home programs, satellite USPTO offices, and USPTO support contractors. Limited public use is defined as unlimited access by the general public at USPTO facilities and at Patent & Trademark Resource Centers (PTRCs) as authorized by the USPTO. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
