Description
SOURCES SOUGHT SYNOPSIS for Operations & M a i n t enance (O&M) of t h e S PARROW W orkshop, Cairo, Egypt This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers - Middle East District has been tasked to solicit for and award an Operations and Maintenance (O&M) contract for the Egypt Ministry of Defense. Proposed project will be a competitive, firm-fixed price, service contract procured in accordance with FAR Part 15, Negotiated Procurement using "Best Value" trade-off process. The government intends to issue a solicitation using Best Value Trade-off process; however, the results and analysis of the market research will finalize the determination of procurement method. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government is seeking qualified, experienced sources capable of performing Operations and Maintenance (O&M) at the SPARROW Maintenance Workshop Facility in Cairo, Egypt. The SPARROW Maintenance Workshop Facility is approximately 1600 square meters of shop area and various service areas. The equipment to be maintained under this contract includes, but is not limited to, package air conditioner units, wall mounted split units, power generator, battery charger for generator, automatic transfer switch, compressors, forklift, overhead track crane, conductive flooring, rollup door, lighting units, fire alarm, and grounding/lighting. This equipment will require preventative maintenance on a bi-weekly to quarterly basis. Additionally, emergency repair and service will also be required for workshop equipment not covered under preventative maintenance. Equipment includes, but is not limited to package air conditioner units, wall mounted split units, power generator, battery charger for generator, automatic transfer switch, compressors, forklift, overhead track crane, conductive flooring, rollup door, lighting units, fire alarm, and grounding/lighting, electrical system, converters, uninterrupted power supply, communication/data systems, sound system, Closed Circuit Television System (CCTV), and plumbing and sewer system. The contractor will be required to provide all labor, services, materials, supplies, supervision, equipment, tools, transportation, and other item necessary to perform operations and maintenance. Estimated duration of the project is 24 months for the base period, with three (3) - 12 month option periods. The North American Industry Classification System code for this procurement is 561790 which has a size standard of $7,000,000.00. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance is Winter 2012.
