- ATTACHED SOLICITATION FOR REAL ESTATE APPRAISAL SIOUX CITY AIRPORT GENERAL INFORMATION This is a Performance Work Statement (PWS) for contracting of two real property appraisal reports for use in negotiating to exchange real property between the U.S. Government and the City of Sioux City, Iowa, at the Sioux City Gateway Airport/Col. Bud Day Field. Mission Complete all necessary appraisal tasks to submit two separate narrative appraisal reports in summary report form, which will be reviewed for acceptable information content, clarity, technical merit and reasonableness, and be approved to then facilitate exchanging the fee ownership of the respective parcels between their owners. Vision Sioux City seeks to promote private growth and development to the south of the airport. The Air Force desires to unite its contiguous fee ownership, now split by Harbor Drive. Exchange of Fee Interest in Lands (see following page) Sioux City proposes a land exchange with the Air Force to support the City's efforts to reroute Harbor Drive to promote growth and development to the south of the airport. Harbor Drive is a public highway that divides the Air Force ownership into two parcels. The acquisition of Harbor Drive will create a contiguous Air Force ownership. The exchange will entail the Air Force deeding approximately 3.97Ac. of its land to the City for a relocated Harbor Drive, in exchange for the City deeding an approximate 3.97Ac. portion of the current Harbor Drive to the Air Force to unite its ownership. Market Value Appraisals of Real Property by an Appraiser At such time that a tract of land is identified, a willing seller is confirmed, and the tract is determined mutually beneficial to the exchange parties, a title commitment is obtained by the Corps and an appraisal is developed by an independent appraiser to determine the market value of the parcels and the rights to be exchanged.
