Description

The U.S. Department of Veterans Affairs requires nursing home services for the Minneapolis VA Health Care System (MVAHCS) at One Veterans Drive, Minneapolis, MN 55415 and proposes to accomplish its requirement by soliciting for Basic Ordering Agreements (BOAs) among nursing homes in specified counties in Minnesota and western Wisconsin. Multiple awards can be made from this Request for Proposals (RFP); however, the VA is not required to award BOAs to all qualified nursing homes. The BOAs will contain a base year performance period with four (4) one-year option periods to be exercised at the Government's discretion. This solicitation is a firm, fixed-price, commercial RFP. All qualified offerors located in the specified counties outlined in the solicitation in Minnesota and Wisconsin are invited to provide a proposal. Offerors must submit a signed solicitation; the Government Form: SF 10-1170 with proposed Medicare rates for negotiation (preferably, with a proposed discount); a Descriptive Cover Letter describing the nursing home; completed Contract Administration Data; and address and submit in writing the Evaluation Factors outlined in the solicitation in FAR 52.212-2. Offers, including options, shall be evaluated for technical competency, satisfactory past performance, and fair and reasonable pricing as outlined in the Evaluation Factors in the solicitation. Organizations that are SDVOSBs and VOSBs will be given a 10-point preference. The Government anticipates award of a commercial item contract to the offeror whose offer provides the best value to the Government. The solicitation no.VA263-12-R-0894 is scheduled to be issued on or about Thursday, October 25, 2012 and will be issued via Federal Business Opportunities Electronic Posting System at http://www.fedbizopps.gov. Proposals must be signed and submitted in writing by Friday, November 13, 2012 at 3:00 p.m. CST; be in accordance with the solicitation instructions outlined in the solicitation; and be timely.
