Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WAD-13-00278 or faxed to 206-526-6025 or email ( melvin.n.fondue@noaa.gov ). This is a simplified acquisition with an estimated value of less than $150,000. SUPPLY OR SERVICE 1. PURPOSE: 1.1. Organization: The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 1.2. Background and Objective: The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. This statement of need is to define the specific equipment necessary for the procurement of two (2) seawater sand filters. This new equipment is to increase the capacity of the existing sand filter system at the Manchester Marine Lab. These filters complete the first stage and the main component of a seawater filtration system. Water leaving these sand filters enters a second set of filters then passes through UV treatment vessel before reaching fish rearing tanks. 2. TECHNICAL SPECIFICATIONS: 2.1. The vendor shall be required to furnish two (2) Astral High Rate commercial high capacity sand filter that is identical to those used at Manchester Research Station. The filter housing, flanges, and internal water distribution laterals will be manufactured of identical materials to the existing filters and meet or exceed the name plate information listed below. The sand filters will be shipped fully assembled. 2.1.1. Name Plate Information. 2.1.1.1. Brand: Astral high rate filter 2.1.1.2. Model: 06633 2.1.1.3. Filtration area: 27.34 ft2 2.1.1.4. Filtration design flow rate: 137-547 gpm 2.1.1.5. Backwash design flow rate: 137-547 gpm 2.1.1.6. Filtration rate: 5-20 gpm/ft2 2.1.1.7. Maximum working pressure: 50 psi 2.1.2. Other information 2.1.2.1. 71" height 2.1.2.2. 6" flanges 3. DELIVERABLE SCHEDULE: 1.1. All products will be delivered to: Manchester Research Laboratory, 7305 Beach Drive East, Port Orchard, Washington 98366. 1.2. Performance period: All products must be delivered no later than 31 December 2012. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
