Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-08-G-0003 to Rolls-Royce Corporation, Indianapolis, IN on a sole-source basis. In support of the ongoing effort for Mission Planning and Power Assurance (MPPA) program, NAVAIR is seeking to refine the Engine Performance Calculation Computer Model to better characterize the lapse rate of engine performance with altitude. NAVAIR requires additional test data to characterize the altitude affects for new production engines as well as fleet operated fully degraded engines. The Contractor will collect the data that will be used to validate/update the Engine computer model. These updates will improve the on-wing calculation of Engine Percent Performance Trending points as well as the Power Assurance Check calculations for Crews to perform mission planning (Useful load, range, Hover limits, etc). These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rolls-Royce Corporation is the sole developer, designer, manufacturer of the AE1107C engine for the V-22 program. As such, Rolls-Royce Corporation is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule.
