Description
This announcement is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. Naval Sea Systems Command (NAVSEA) will conduct an Industry Day conference on 8 November 2012 at the Washington Navy Yard, 1454 Parsons Blvd., Bldg. 211, Washington D.C. The event will begin at 0830 and end no later than 1600 EST. This conference will be hosted by NAVSEA 04FP, Program Management Office for Information Technology, for the purpose of discussing the electronic Technical Work Document (eTWD) initiative ™s technical requirements and acquisition plans. eTWD is a NAVSEA led, Reduction in Total Ownership Cost (R-TOC) Initiative that will reduced the cost of ship maintenance in the U.S. Navy ™s Naval Shipyards. It will replace resource-intensive, paper based ship repair work instructions with an electronic technical work document. The eTWD will integrate work instructions, drawings, data tables, verification signatures and work control forms into an online certifiable document. It will validate recorded data, auto-populate required forms, and enable online problem identification and resolution. Lastly, upon job completion, certification will be an electronic function within the eTWD that authenticates proper accomplishment of all work, endorsements and tests to specified parameters. The overall goals of the eTWD Initiative are to reduce the resources and time required to author, compile, issue, execute and certify work while at the same time enabling the non-stop execution of work. This Industry Day will begin with a discussion and overview of the eTWD Initiative followed by discussions about the technical requirements, acquisition plan and a Question and Answers period. This eTWD Industry Day continues the planning and acquisition activities that began with a Request-For- Information published in August of 2011 (i.e., N0010411IQU20). Along with this Industry Day announcement, NAVSEA has attached a draft of the Statement of Work, SOW Attachments and related Business Process flow charts. This information is provided to elicit discussion and contextual understanding of the eTWD Initiative ™s prospective requirements. These informative documents will continue to be refined by NAVSEA and will change without industry notice or notification. This Industry Day Announcement (including SOW, SOW attachments and Business Process Flowcharts) does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a contract or order. NAVSEA requests that firms interested in attending the eTWD Industry Day submit company names and attendee lists by 2PM Eastern Time, 30 October 2012 via e-mail to Stacy Cooper at Stacy.Cooper@navy.mil and cc Alvin Hill at Alvin.Hill@navy.mil. Companies are limited to two representatives each as seating is limited. Once your guest list has been submitted, no edits, changes or additions can be made. You must have a current state issued picture ID to enter the Navy Yard. Firms are also encouraged to submit any questions via email to Stacy Cooper at Stacy.Cooper@navy.mil and cc Alvin Hill at Alvin.Hill@navy.mil no later than 02 November 2012, in order for the briefing to be as informative as possible. Public Parking will be available on M Street across from the Navy Yard. You are authorized to park near Bldg. 211, in unmarked spaces, however, space is limited.
