Description
This is a Federal Highway Administration pre-solicitation notice (synopsis) for a full and open competition. The Office of Freight Management Technology has the need for the National Performance Management Research Data Set to establish and maintain an average travel time data set for use in measuring travel time reliability on major roadways. The anticipated work in this contract builds on previous Urban Congestion Reporting (UCR) and Freight Performance Measures (FPM) Programs research and will support data analysis for both programs. FHWA and its contractors will use this data set to research and develop transportation system performance measures and information related to mobility, including travel time and reliability. This data will be shared with other government agencies for use in meeting potential federal transportation performance management requirements and will be aggregated and analyzed for sharing with the public. For more information on the existing FPM and UCR programs, see the following links: •· http://www.ops.fhwa.dot.gov/freight/freight_analysis/perform_meas/index.htm •· http://www.ops.fhwa.dot.gov/perf_measurement/ucr/index.htm It is anticipated that the resulting contract will consist of a one-year base period with three one-year option periods. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. All responsible sources are encouraged to submit an offer. No further information is available at this time. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)!
