Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with Data Device Corporation (DDC), 2001 Mission Drive, New Cumberland, PA 17070 for ARINC 429 Protocol Cards. This will be a five-year Indefinite Delivery Indefinite Quantity contract for a min/max of 60/800 units over a five-year period. The contract will be issued as a Firm-Fixed Price contract with delivery terms of 60 days after contract award. Delivery will be FOB destination to NSWC Crane with inspection and acceptance at destination within 30 days of receipt. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1)(a)(2)(iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is this protocol card is built specifically for the requirements of the U.S. Navy and U.S. Marine Corps. DDC is the manufacturer of the protocol card and the existing designs, drawings, and software code are their proprietary information. Establishing alternative sources will result in unacceptable duplicative costs to validate the alternative protocol card, including environmental testing involving temperature, vibration, shock and moisture in both operational and stored configurations. The solicitation will be available for download on or about 27 November 2012 located at http://www.fbo.gov and at Navy Electronic Commerce Online (NECO) located at https://www.neco.navy.mil/ No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
