Description
NASA/KSC has a requirement for 1) Phantom Miro M310 Color 12 GB Memory, 12-Bit, High Speed Lightning Camera - Qty (1), 2) Accessory Kit for Miro M-Series, 60GB Cineflash, Dock Qty (1), 3) Lens Mount Option, Standard F-Mount for Miro M-Series Qty (1) NASA/KSC intends to purchase the items from Vision Research. The Miro M310 is the only high speed camera capable of sampling at 3200 frames per second at HD resolution (1280x800) within a footprint of 7.5 x 3.5 x 4. These are the maximum possible camera dimensions, since the cameras will be housed in a COTS active cooled enclosure that can fit cameras with a maximum dimension of 8x4x4.3. These cameras can segment their memory, effectively minimizing the dead time between acquisitions to 25 ms or less. The cameras TTL trigger input port allows them to be triggered remotely by the lightning instrumentation system, which initiates the automatic remote download of the high speed camera data to the remote control computer. The cameras memory segmenting capability allows the camera to select the next available memory segment to store the subsequent video file while minimizing the dead time. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 8, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
