- Sources Sought- Hazardous Waste Removal Army Contracting Command Qatar has a requirement for Hazardous Material Removal at Al Minhad, United Arab Emirates (UAE). The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. This will be a Firm-Fixed-Price contract. In accordance with UAE labor and immigration laws,the contractor must be able to legally do business in the country of UAE on the 1st day of thecontract's performance period. The contractor shall have the ability to be vetted through Army security screening. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify sources in the country of UAE. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the project requirements of the proposed contracts. The Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Proposals will be evaluated using best value source selection evaluation procedures pursuant to FAR 15. SCOPE: The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. The Contractor's Program/Contract Manager must be fluent in both written and spoken English. See Attachment 1 Statement of Work (SOW) for full scope of the project. REQUEST FOR CAPABILITIES STATEMENT: Interested businesses should provide a capability statement which addresses their ability and experience to perform in the areas mentioned above, and also lists their previous and current customers. The anticipated solicitation issuance date: 1 November 2012. Responses to this synopsis must be submitted via email to the following: MAJ Clarence Montague at Clarence.l.montague@kuwait.swa.army.mil, Contract Specialist & MAJ Torrionne Reche'at torrionne.reche@kuwait.swa.army.mil, Contracting Officer by 1400 hours on 29 October 2012. Please include company's name, point of contact, address, phone number, email address, website (if applicable), DUNS number, CAGE Code and Tax ID. THE CONTRACTOR MUST POSSESS A CAGE CODE AND A DUNS NUMBER AND BE REGISTERED INCCR AT TIME OF AWARD. DISCLAMER: This is a request for information (RFI) and is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary or confidential will be treated accordingly. Information received in response to this RFI will not be returned. Attachment 1 Scope of Work: Contractor shall furnish all material, labor and equipment needed to accomplish the work stated below and in accordance with the attached drawings and notes. The specifications in the statement of work for the material and design of the project are the minimum standards that will be met or exceeded by the contractor. Contractor shall submit RFI to answer any question in reference to requirement specification to the contracting specialist listed on this inquiry. Variances in the design must be approved by the contracting specialist. Performance Requirements: Requiring activity is exploring alternatives for the removal and disposal of hazardous waste items currently located at Al Minhad. Required services would include, but not be limited to, the following: Hazardous material Removal Source Assault Aid Equal to or similar to the example of three compartment waste oil ( POL container provided by http://www.safe-t-tank.com/usedoil.html ECR-300-SSC-1A-100-SSC-9A-100-SSC-6A The unit request three (3) of the above/similar waste oil disposal containers (preferred). Each of the containers should have three compartments for hazardous waste storage with a: • 300 gallon used oil storage capacity • 100 gallon used hydraulic oil storage capacity • 100 gallon waste anti-freeze storage capacity Or Three (3) individual single chambered five hundred gallon (500 US GAL) tanks. (if the preferred unavailable). Initial Period of performance would be for one year with the potential for future option periods as deemed necessary. Contractor must be able to access Al Minhad on day one (1) of contract. Lease or Purchase. Weekly and emergency (upon 24 hour notice) removal services required.
