- Drawings- Arms room Assembly Duplex Portable Armory Maintenance and Assembly REQUIREMENT: Army Contracting Command Qatar has a requirement for Duplex Portable Armory Maintenance and Assembly at Al Minhad Base, UAE. The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. This will be a Firm-Fixed-Price contract. In accordance with United Arab Emirates labor and immigration laws, the contractor must be able to legally do business in the country of United Arab Emirates on the 1st day of the contract. The contractor shall have the ability to be vetted through Army security screening. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. The market research will be used to help identify sources in the country of United Arab Emirates. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the project requirements of the proposed contracts. The Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Proposals will be evaluated using best value source selection evaluation procedures pursuant to FAR 15. SCOPE: The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. The Contractor's Program/Contract Manager must be fluent in both written and spoken English. See Attachment 1 Statement of Work (SOW) for full scope of the project. REQUEST FOR CAPABILITIES STATEMENT: Interested businesses should provide a capability statement which addresses their ability and experience to perform in the areas mentioned above, and also lists their previous and current customers.. The anticipated solicitation issuance date 9 November 2012. DISCLAMER: This is a Request For Information (RFI) and is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary or confidential will be treated accordingly. Information received in response to this RFI will not be returned. Sources Sought for Arms Room (UAE) Attachment 1 Scope of Work: Contractor shall furnish all material, labor and equipment needed to accomplish the work stated below and in accordance with the attached drawings and notes. The specifications in the statement of work for the material and design of the project are the minimum standards that will be met or exceeded by the contractor. Specifications: Small Tools Needed: socket wrench, 9/16" socket, 1 1/8" socket, 3/4" socket, hammer, 1 1/2" paint brush, Philips screw driver, utility knife, caulk gun Hardware needs: (30) ¾" x 2" bolts; (35) ¾" nuts; (70) ¾" flat washers, (10) 1 ½" #10 sheet metal screws, (5) ¾" x 3" bolts for trusses. Crane service: the crane lift capacity will be determined based on the weight of each half of the duplex, and on the distance the crane will need to swing the load. A professional rigging company should be consulted to make this determination. Lift hooks: each duplex half has four lift hooks welded to the top (the lift hooks on the center side are recessed into the truss). The hooks are engineered to lift well more than the building weighs. Suggest the rigger use nylon slings to attach to the hooks to lift the unit. Instructions: Recommend placing the duplex on a concrete or asphalt pad in order to provide a flat and level surface. If pad is uneven, the two halves are more difficult to assemble and cribbing or support shims may be required to level the two halves. Raising and support shimming may be necessary on outside edges or center seam in order to close seam on uneven pads. 1. Unwrap plastic covering. Use 9/16" socket to remove bottom and top brackets holding plastic; then use 1 1/8" socket to remove sides. 2. At the top center of each unit there are two lift hooks which are covered with caulk (to prevent water from entering the magazine). Use a utility knife to cut the caulk and then pull the lift hooks up. 3. Using the lift hooks, lift first half off truck and place on the pad. 4. Remove the center support beam using 1 1/8" socket. 5. Lift second half and place it directly facing the other half, approximately 3 feet apart. Remove center support beam. 6. Lift second half and place it next to the first half. Line up bolt holes as close as possible. There are bolt holes on each end, in the center support truss, and in the floor. Sources Sought for Arms Room (UAE) 7. Install bolts in all holes and secure with nuts. Tighten nuts after all bolts have been installed. 8. There are two boards supplied that need to be nailed to the end seams on the inside of the duplex. 9. Some units are supplied with an aluminum threshold. If supplied, this goes over the center seam on the floor. Use #10 1 ½" tapered Phillips sheet metal screw. If no threshold is supplied, caulking the seam with 100% silicone caulk is suggested. 10. Caulk the outside edge of the seam at the top of the duplex and on the outside seam of both sides. Lower the 4 center lift hooks into their housing and then caulk the housing. Suggest 100% silicone caulk. 11. After top seam and lift hook housings are caulked, pull roof cap into place over top of seam. 12. Inside the duplex is a flex hose which needs to be connected. This hose carries the wiring which connects the power of both halves. 13. Touch up paint is supplied and can be used if needed. Mixing instructions and an MSDS sheet is also supplied. The paint is mixed in a 3:1 ratio resin to activator. NOTE - paint sets up in as little as 30-45 minutes in some climates. Once mixed do not let paint stand more than 30 minutes. 14. Ground rods are to be installed by a qualified electrician. Generally, the 10' copper rod is to be connected to the supplied copper cable. The cable is then attached to the duplex ground bracket. Typically, ground rods are to be driven into the ground so that the top of the rod is at least 1' below grade level. Consult NEC codes in your area for specific instructions. Options 1. If anchor brackets are attached to outside corners of duplex, they must be bolted into place using a ¾" x 7" anchor bolt. Must drill a 3/4" hole 5" deep with a concrete bit before inserting the bolt. 2. If the duplex is equipped with a ramp it should be installed as follows: lift ramp up and align with brackets welded beneath door. Insert ½" x 2" bolts, a flat washer on both sides of the bolt, and a lock nut. Specifications are considered to be binding to the contractor and are part of the contract documents. The contractor is responsible for reading and understanding the specifications. If the contractor does not have any of the listed specifications, a copy will be provided to him by the Contract Specialist upon request. Copies of the specifications are valid only if dated as listed and are signed and sealed by a USA professional engineer. The drawings shall supersede where the Statement of Work conflicts with the specifications. Sources Sought for Arms Room (UAE) a. See attachment for drawings. General Requirements: 1. The contractor shall obey the Environmental, Base and OSHA Safety Regulations. 2. The contractor shall comply with the requirements of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 for Accident Prevention clause and other safety provisions. EM 385-1-1 and its changes are available at http://www.hq.usace.army.mil (At the HQ homepage, select Safety and Occupational Health). 3. Contractor is responsible to meet all AL Minhad, UAE construction safety standards. 4. Contractor is responsible to coordinate the project with Contract Specialist to visit the project location, gather all notes, information and any questions or concerns before bidding on the project. 5. All communications with the U.S. Army regarding this contract, as well as any information received or observations made by the vendor related to personnel, facilities, activities, or other information on AL Minhad, UAE or other installations are considered privileged information. Such information will not be discussed or otherwise disclosed outside of the vendor's company, nor with personnel inside the company except as necessary to facilitate the performance of the contracted services. All printed materials relating to this contract not kept in secure company files shall be shredded before disposal. 6. Contractor is responsible to install, validate, terminate and test all communications to verify correct operation and that all communications are working (plug-and-play) for the customer. The final communications plan shall be reviewed and validated by a government communications representative prior to installation. As a general reference, the contractor shall follow the AL Minhad Base Telecommunications Equipment and Facilities Construction Standards. The contractor is responsible to ask for a copy of these standards. 7. It shall be the responsibility of the vendor to remove from AL Minhad Base, UAE and dispose of any residue or waste material, including but not limited to used batteries, packaging, and other refuse, in accordance with all applicable United Arab Emirates environmental laws and regulations. 8. All material shall be new & good quality. All work shall be performed at industry standard quality level by certified professionals. It is the contractor's responsibility to follow manufacturer specs/manuals/cut sheets for installation of any equipment. All installations shall comply with IBC, IMC, IPC and UFGS Latest codes. 9. Contractor shall remove, relocate and reinstall any items and utilities as necessary to Sources Sought for Arms Room (UAE) accomplish the work described. Confirm with COR before and after this action takes place during construction or project. 10. All items and/or equipment must meet AL Minhad base power (415v/240v 50 Hz) requirements. The contractor shall not follow the U.S.A. power specifications on the given specification sheets or product data sheets unless specified otherwise in the statement of work. Specification sheets or product data sheets are for reference purpose only. The contractor shall attempt to purchase product(s) locally before purchasing product(s) elsewhere. 11. Hot Works Permit: When welding/saw cutting/or grinding is accomplished on site, a Hot Works Permit must be obtained from the Base Fire Department Equipment being used to accomplish these tasks and must be in good working order, no spliced electrical cables, etc. (The Fire Department will NOT issue a Hot Works Permit if equipment being used is not in good working order). All personnel performing the work must also have and wear their Personal Protective Equipment (PPE) when applicable. 12. The worksite shall be cleared of trash daily; it is the responsibility of the winning bidder to remove construction debris from the Base. 13. Contractor shall submit timelines of work, by phase, to the COR within one week of contract signing for local coordination purposes. 14. Contractor is responsible for providing their own escorts during all phases of this project. The COR is responsible for verifying vehicles onto the installation. 15. Contractor is responsible for all subcontracted work; timeliness of work, submittals, quality of work, and submitting any required paperwork for badges and permits. 16. Contractor shall not deviate from the statement of work unless concurrence from the COR prior to execution. 17. All measurements on the drawings are for estimation purposes only. The contractor shall verify all measurements and ensure the fit and finish of all constructed products. 18. Contractor shall provide and install all materials not specifically mentioned in this SOW to ensure proper functionality of the product. 19. Contractor must meet or exceed all construction specifications as required by the the Country of United Arab Emirates. 20. Contractor shall clean all work areas after the project has been completed to the satisfaction of the COR prior to final acceptance of the project. 21. Contractor shall coordinate with environmental and safety for approval of materials requiring MSDS sheets. The materials should not be brought on base and used until the Sources Sought for Arms Room (UAE) MSDS has been reviewed; approved and proper storage cabinets/containers are available. 22. Contractor is responsible for providing the Contracting Officer and COR with a list of company personnel that will be used to execute the contract. The list must contain the following information on each person: Name, Nationality, and The length of time or period during which the individual will require a pass, Passport number, Date of Birth, Company Name and Telephone Number. 23. The contractor shall provide a daily written report to include the following information: Project Name, Project Number, Building Number, Date of Work, Number of employees on site, lists of all equipment on site (vehicles or special tools), Work accomplished for the day, Any developed worked that may require a change order, any contract discrepancies, all safety issues and any additional comments pertinent to work. This report must be turned in no later than 1200 hrs the following day the work was performed. 24. Contractor shall certify in writing to the Contracting officer that all employees operating any equipment are trained and qualified.
