Description
BPA-purchase agreement document Standard Form 1449 SYNOPSIS: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Federal Acquisition Regulation Subparts 12 and 16, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61, effective 13 September 2012. USDA Rural Development (RD) in Michigan intends to award multiple Blanket Purchase Agreements (BPA's) to small business firms capable of providing legal services for government-managed/owned single- and multi-family properties throughout the state. A BPA is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment, the Government will request appraisal services by issuing a BPA call order to firms that have been awarded BPA's. Individual call orders shall be submitted in accordance with the terms in the BPA. Government personnel authorized to place call orders under the BPA will be identified on the BPA's by office and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work to which the order refers. Timely delivery of complete and accurate appraisals is crucial to the success of RD programs. Call orders are to be completed within 7 business days of the call order date. PERIOD OF PERFORMANCE: The contract period is October 1, 2012 to September 30, 2013, with four optional fiscal years ending September 2017. The options may or may not be exercised by the Contracting Officer. The BPA may be cancelled by either party in writing at any time. STANDARDS AND REQUIREMENTS: 1) All attorneys must be active and in good standing as a member of the State Bar of Michigan. 2) Obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). The online process at www.dnb.com (d-u-n-s number link) is free of charge and should be completed the same day. 3) System for Acquisition Management (SAM) REGISTRATION: All vendors must maintain an active registration in SAM, at https://www.sam.gov, to be awarded government contracts. It is advised that you begin this process as soon as possible since it can take about a week to complete. To make the process as efficient as possible, please review the online User- and Quick Start guides. If you had an account in CCR/ORCA, you should verify that your account has been updated in SAM. 4) This is a Total Small Business Set Aside. The applicable NAICS code is 541110, with a business size standard of $7.0M. Please include this code in your SAM registration. Your firm and all affiliates must have total average revenue at or below this size. EVALUATION PROCEDURES: Offers will be evaluated on the basis of technical capability, price, and past performance. Capability and past performance when combined are equal to price. SUBMISSION OF OFFERS: Interested Contractors wishing to enter into a BPA should reply via fax (preferred), secure email, or mail (least preferred) to the Contracting Officer listed below no later than Monday, November 5 at 4:00 p.m. Eastern Time. Block 30a-c. 3) A list of counties served (if statewide, so state) 4) (New vendors) A short statement of experience and qualifications for each person who will be assigned work; addressing the factors in Section M. 5) (New vendors) Two references with contact information ACCEPTANCE OF OFFERS: The Contracting Officer will return a signed BPA via email to accepted offerors. Those not accepted will be notified by email after November 15. Submissions will be retained for use in case of future need.
