Description
This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a sole source purchase order to Propel Labs, Inc., 131 E. Lincoln Avenue, Suite 200, Fort Collins, CO 80524-4413 for the laser towers, laser steering mirrors which are part of a MoFlo upgrade. The NIA Flow Cytometry Unit, Research Resources Branch, NIA IRP functions as a Shared Resource Laboratory "core" to provide analytical flow cytometry and cell sorting services to NIA IRP investigators and to provide the scientific and technological support to make possible these complex experiments. Flow cytometry is an integral part of evolving biomedical research, driving some of its major advances. The ability to separate heterogeneous populations by flow cytometry is the basic dynamic making possible advances in systems biology, especially the development and application of single-cell transcriptome analysis, molecular profiling, and the integration between cytomics and proteomics. The ability to provide cutting edge flow cytometry in terms of multi-parameter (polychromatic) analysis and sorting is entirely dependent upon technological innovations in the field and our ability to secure these resources. To accommodate the needs of current users and serve as a long-term investment in the flow core, NIA is upgrading the current, obsolete, analog instrument to digital. This upgrade replaces the current electronics components and interfaces that are no longer manufactured and available, if at all, from parts recovered from decommissioned equipment to make the instrument compatible with cutting-edge sorters, NIA is adding violet (405nm) and 531 nm and 565nm lasers. Propel Labs is the manufacturer of this instruments and the expertise to maintain the validity of the warranty/maintenance agreement with this proprietary scientific instrumentation. The instrument is maintained under a yearly service and new lasers supplied by Propel Labs will be warranted by them. Because of the complexities of these instruments and uniqueness of their parts, none of the other flow cytometers manufacturers' are able to provide equipment/parts/upgrades/services on other's company's instruments. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and falls under FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested parties may identify their and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
