This is a Pre-Solicitation Notice for a Total Small Business Set-Aside for a Single Award Contract in support of the U.S. Army Corps of Engineers, Southwestern Division, U.S. Army Corps of Engineers Fort Worth, Texas. Please note that this Pre-Solicitation notification informs the Small Business community a solicitation will be forthcoming and open to interested small business vendors who shall submit a proposal to be evaluated for a contract award. PRIMARY INTERESTED VENDORS: Interested Vendors must register through the "Interested Vendors" Tab under this pre-solicitation notice to receive notice when the Solicitation is posted. This Total Small Business opportunity will be issued as a Design-Build Construction Services to meet the requirements for the following customer located at: Fort Sam Houston, San Antonio, Texas. SITE VISIT: The site visit date, time, location and contact information will be in the solicitation when posted. Interested parties whom may attend the site visit will be required to submit information in accordance with the solicitation. Contract will be a Firm Fixed Price (FFP) for the U.S. Army Corps of Engineers Southwestern Division (SWD) customer. The North American Industry Classification System (NAICS) code for this program is 236220, Commercial and Institutional Building Construction, a corresponding Standard Industrial Code (SIC) of 1542, a Classification Code of Y1EB, and a business size standard of $33.5 million. FSH - Vehicle Maintenance Shop General Scope: The purpose of the project is to build an 18,360 SF (Small) standard design TEMF with associated vehicle parking and outbuildings: o Petroleum, Oil, and Lubricant (POL) storage, o Organization Storage, and o Hazardous Waste Storage. An 11,798 SF (Small, 100 PN, 1 Company) standard design COF with associated covered hardstand; and appurtenant site development work necessary to make the buildings complete and useable. SOW: Construct a standard Tactical Equipment Maintenance Facility (TEMF) and Company Operations Facility (COF) complex. Project includes one vehicle maintenance facility, organizational vehicle parking, oil and hazardous waste storage, Company Operations Facilities with covered hardstand, organizational storage, building information systems, Intrusion Detection System (IDS) installation, and Energy Monitoring and Control Systems (EMCS) connection. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site improvement, underground utilities, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Heating and air conditioning will be provided by self contained systems. Demolish 2 buildings (4,762 Total) PROJECT: Construct a standard tactical vehicle maintenance facility and company operations facilities at Joint Base San Antonio (JBSA), Texas. (Current Mission) REQUIREMENT: This project is required to provide maintenance and operational facilities for units stationed on JBSA. CURRENT SITUATION: The existing facilities lack sufficient space for consolidation of all organizational requirements. The facilities are inadequate in meeting the needs of a modern equipped unit. Existing maintenance bays are too small to safely provide maintenance of multiple vehicles. Additionally, facilities lack space to maintain power units and expandable shelters/boxes in their expanded states. The purpose of Amendment 0001 is to provide a second sight visit opportunity to the Small Business Community for this solicitation.
