Description
The Federal Highway Administration (FHWA) intends to award a sole source Purchase Order to Virginia Polytechnic Institute and State University (Virginia Tech) to obtain non-personal, professional support services to predict roadway surface conditions using on-board vehicle sensors. Virginia Tech is the sole provider of these services since it conducted preliminary research that is the ground-base for this new research and the new research tests must be conducted on a semi-controlled environment that provides a fair representation of real-life atmospheric and pavement conditions such as flood, fog, rain, snow and icy conditions while providing for a safe environment to test-drivers and researchers alike. As there are no similar organizations that can provide the FHWA with this type of test bed facility, Virginia Tech's Smart Roads test-bed is uniquely qualified to provide this testing environment and capabilities. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $150,000; the anticipated award date is November 08, 2012.
