- Attachment 3 - Clauses & Provisions Attachment 2 - Specifications Attachment 1 - Drawings Solicitation Document SF 1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICITATION #: FA5703-13-R-0002 - Concrete Barriers - Alaska Size This combined synopsis/solicitation is issued as a Request for Proposals. A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 Effective 13 Sep 2012. This combined synopsis/solicitation is being issued under: NAICS: 327390 - Architectural wall panels, precast concrete, manufacturing NO SET-ASIDE IS USED FOR THIS REQUIREMENT. The Government intends to make one (1) firm-fixed-price award. The Government intends to place an order with the offeror whose proposal conforms to this solicitation and is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price, technical and delivery standpoint; however, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Proposal Preparation: All responsible sources may submit a proposal which shall be considered. Proposals shall be emailed to Kelly.Snyder@asab.afcent.af.mil AND Aaron.Velasco@asab.afcent.af.mil NO LATER THAN 4 November 2012, 2000 (L). Any questions regarding this solicitation shall be submitted prior to 1 November.
