- The National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) in La Jolla, CA has a requirement for a trawl-capable vessel to conduct surveys off the coasts of Washington, Oregon and California beginning in April 2013 and continuing through May 2014. The Government will supply the trawl nets, doors, associated rigging and other sampling gear. The estimated period of performance is April 1, 2013 - September 30, 2013 with an additional eight-month option period. Charter days will occur as follows: 100 days between April 1, 2013 - September 30, 2013 during the base period of the contract and 50 charter days between January 1, 2014 - May 31, 2014 during the option period of the contract. The work will consist of conducting plankton tows, oceanographic profiles, pelagic fish trawls, active acoustic sampling, and underway egg sampling at a series of stations and along transects between the stations. The data collected will be used to inform assessments of various stocks of pelagic fishes, rockfish and salmon. The Government will supply the trawl nets, doors, associated rigging and other sampling gear for use at sea. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel with an overall length of not less than 170 feet. The vessel must have a continuous horsepower output from the main engine of at least 900hp, and be capable of deploying and towing two (2) warp-pelagic fish trawl at a continuous speed of 4 kt. The vessel must also be capable of maintaining a cruising speed of at least 10kt and have berthing accommodations for up to 15 scientists. The proposed contract is set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. Any vendor desiring to be considered for award must be registered System for Award Management (SAM) using this NAICS code. Any resulting contract will be awarded as a firm-fixed price contract.
