- THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR SOLICITATION. The National Oceanic and Atmospheric Administration is conducting a market survey to determine the existence of sources who can supply replacements to the current Kyocera KC50T solar panels for the National Data Buoy Center, Stennis Space Center, Mississippi. The National Data Buoy Center (NDBC) uses solar panels to power meteorological buoys. The NDBC currently uses the Kyocera KC50T solar panels. The KC50T solar panels are now obsolete and the NDBC must find a replacement panel that will have the same basic form/fit/function of the KC50T. Prior to operational use, the replacement panels must undergo testing to verify they meet the NDBC requirements. The requirement information is as follows: Must support maximum system voltage of 600 VDC. Must have a maximum power (Pmax) of at least 50W. Must have a maximum power voltage (Vmpp) of at least 17V. Must have open circuit voltage (Voc) of at least 20V. Must have a maximum power current (Impp) of at least 2.9A. Must have a short circuit current (Isc) of at least 2.9A. Panels must have undergone a salt mist corrosion certification, IEC 61701 or similar. Panels must have undergone thermal /freezing and high humidity cycling testing. Panels must have undergone mechanical, wind, and twist loading testing. Panels must have a minimum of 1 year warranty on materials and workmanship. Panels must have a minimum 10 year warranty on power output. Panels must have a junction box for interconnection. Panels must be approximately 25" length x 25" width x 2" depth. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The Government may limit follow-on procurement actions to Contractors that provide responsive submissions to this notice. Interested vendors are to send the model number and specifications of their solar panels that they believe will match the NDBC requirements. Further, the vendor is to provide information about where this model of solar panel is in its life cycle. The NDBC needs to procure panels that will be available for at least the next 5 to 7 years. In addition, Vendors are to provide an estimated delivery ARO. To be considered in this market survey, information shall be submitted via email to Natasha.Wilson@noaa.gov by 2:00 p.m. October 31, 2012. Interested contractors are requested to include in their package a contact person with phone number and email address to be contacted by the Government. Telephone responses will not be honored. If determined to be in the best interest of the Government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. This notice is not a RFP, IFB, or RFQ.
