- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Thermo Electron North America LLC, 1400 Northpoint Pkwy, STE 50, West Palm Beach, FL 33407-1976. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance; the size standard is 750 employees. The FBI requires a partial year service agreement to provide routine maintenance and emergency repair service for the ICP-MS to ensure reliable operation. The plan will include one scheduled on-site preventative maintenance visit and unlimited on site emergency service visits during the service agreement period. Thermo Electron North America LLC is the only vendor that can adequately perform the required services on the highly sensitive instrument. As the manufacturer, Thermo Electron service engineers are the most knowledgeable and best qualified to service the system and because Thermo Electron owns the rights to the software, they are the only vendor that can provide available updates for the operating software. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Thermo Electron North America LLC, as no other vendor is capable of providing the available updates for the operating software for direct support of the FBI's mission. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Oct 22, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
