Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a Cost-Plus-Fixed-Fee (CPFF) contract with Lockheed Martin Global Training and Logistics (GTL), 500 Woodlake Drive #2, Chesapeake VA 23320. This contract action is required to ensure Product Supportability of Undersea Warfare (USW) Combat Systems including AN/SQQ-89 variants, LCS ASW MP and AN/SQQ-90, for both US and FMS customers. This contract action is required to support integrated logistics development, Equipment Alteration and Installation, Fleet Support and Life-Cycle product supportability across USW programs. The execution of these tasks will provide program risk mitigation and present a viable transition to the competitive follow-on procurement. This contract will have a 12-month base period and one 12-month option. Lockheed Martin GTL is the current Product Support provider for the USW systems. NAVSEA intends to award a contract resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as Lockheed Martin is the only contractor with the requisite knowledge and experience of the system to meet the Government's requirement within the time required. This announcement is published for information purposes only. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. The AN/SQQ-89 program provides integrated USW Combat Systems Management, Fire Control, Command and Control, and On-Board Training to enable surface ships to engage USW targets. These state-of-the-art systems are comprised of integrated subsystems that provide USW search, detection, classification, localization and weapon prosecution for surface ships in both littoral and open ocean environments. Current USW systems provide major capability improvements through hardware and software upgrades using an Advanced Capability Build (ACB) process. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
