- REQUEST FOR INFORMATION The US Army, Army Contracting Command New Jersey, located in Picatinny Arsenal is soliciting information on the use of bid samples for the Next Generation Automatic Test System (NGATS) as part of the technical evaluation process. Offerors interested in the prospective NGATS FRP competition are requested to provide information regarding: (1) the time frame that would be required to submit a bid sample as part of their proposal (2) the additional costs associated (ROM estimate) with said bid sample and (3) any concerns as to the value, or lack thereof, of having to submit a bid sample as part of your proposal. The prospective bid sample would be tested using evaluation criteria derived from the detailed specification, and the results reflected in a proposal evaluation factor rating. This RFI shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Proposal, restrict the Government as to the ultimate acquisition approach, or constitute a commitment by the Government. ADMINISTRATIVE Responses to this RFI shall be sent electronically via email to the Point of Contact (POCs) named below with the subject line: Next Generation Automatic Test System (NGATS) RFI Bid Sample, no later than 16 November 2012 at 4:00 p.m. Eastern Time. Responses received after this deadline will not be reviewed. Submissions shall not exceed 2 pages in length. No proposed prices are required or requested. The primary POCs are Contract Specialists, Michael Grant, who can be reached via e-mail at michael.a.grant92.civ@mail.mil and eugene.g.spillane.civ@mail.mil. The secondary point of contact is Joseph Lewis, who can be reached via e-mail at joseph.j.lewis24.civ@mail.mil. RFI submissions and any related questions shall be sent to both POCs in writing, via email. While any and all questions must be directed to these POCs, answers to these questions, as well as any and all clarifications, extensions, or changes will not be emailed back but instead be posted on www.fbo.gov The USG is not seeking or accepting unsolicited proposals. Since this RFI is for information and planning purposes, no evaluation letters or results will be issued to respondents.
