Description
Synopsis originally posted under DTNH22-12-R-00621 The Secretary has been asked to work with Congress, the States, and other concerned groups to develop initiatives to increase safety belt use and reduce the incidence of impaired driving. NHTSA has established ambitious goals for these initiatives, a safety belt usage goal of 89 percent and a reduction of alcohol related fatalities to 39 percent by 2013. These challenging goals can only be met with the full cooperation of law enforcement agencies, working together during identified mobilization and crackdown periods throughout the year and coupled with a sustained publicity campaign. Local agencies and associations are familiar with this effort and can assist delivering to the public a strong and effective campaign. The models for the enforcement components of the national campaign plans include " Click It Or Ticket " (CIOT) for safety belt enforcement about the necessity of safety belt use and an impaired driving program referred to as "the Crackdown". The impaired driving campaign was unveiled for the August/September 2006 Crackdown, sending strong messages throughout the Nation, States and communities discouraging impaired driving and increasing the threat of citations for those disobeying these laws. To encourage law enforcement agencies to actively engage in highway traffic safety activities, the agency has defined a process identified as Data Driven Approaches To Crime and Traffic Safety (DDACTS). The Regional LELs have taken the lead in promoting to local law enforcement agencies the benefits of adopting of this operational model as a means for deterring crime in their localities. The strategy to reach these goals is: •· NHTSA will set the national traffic safety agenda. •· NHTSA will market the CIOT, Impaired Driving and DDACTS model, encouraging law enforcement agencies in the States. •· States will set their own numerical goals for increasing seat belt usage and reducing their alcohol fatality rates. •· State and local law enforcement are encouraged to conduct periodic, highly visible, enhanced enforcement of seat belt use and impaired driving laws using selective traffic enforcement strategies. •· National, state and local organizations are encouraged to work with health care providers and others to promote occupant protection and impaired driving prevention with the media and enforcement entities wherever possible. This Request for Proposal (RFP) is broken down into two parts. Part One provides details regarding " Click It Or Ticket " (CIOT) for safety belt enforcement about the necessity of safety belt use and an impaired driving program referred to as "the Crackdown. Part Two The impaired driving campaign was unveiled for the August/September 2006 Crackdown, sending strong messages throughout the Nation, States and communities discouraging impaired driving and increasing the threat of citations for those disobeying these laws. This Solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, Therefore hard copies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following internet address: www.fedbizops.gov All interested parties will note that this solicitation is for Region Six (6) which covers NM, OK, TX, LA and MS. This solicitation will be issued electronically as will all amendments thereto. Because of this, the government is under no obligation and unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments, which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your bid or proposal non-responsive and result in rejection of same. T he National Highway Traffic Safety Administration (NHTSA), U.S. Department of Transportation (DOT), plan to award a contract or before 12/30/2012.
