- Amendment 0003 is issued to change various sections of the solicitation in response to various Questions asked. Pre-solicitation synopsis of Keystone Dam Bridge Replacement The rough order of magnitude is $5 Million to $10 Million. Open competition (no small business set-aside) for a firm fixed price construction contract. Projected release date for the solicitation is on or about September 5, 2012. Subject: Demolish the existing public bridge (servicing Oklahoma State Highway 151) and construct a new public bridge over an active spillway at Keystone Lake Dam in Creek County, Oklahoma. The purpose of this construction contract is to demolish the existing public bridge that services Oklahoma State Highway 151 and construct a new public bridge over an active spillway. Complexities of this project include demolition and removal of the existing bridge structure, partial demolition and replacement of the spillway piers and construction of a new bridge structure. Demolition and construction will include attached catwalks, machinery and equipment that must remain minimally operational, and demolition and construction of the highway bridge over a gated spillway with replaced catwalks, machinery and equipment active and protected from damage. Due to the impact of the bridge being out of service for any period of time and to restore and maintain operations, a short timeframe to complete this project will be necessary. The required work includes demolition and construction of the attached catwalk system, equipment platforms, utilities (electric service, fiber optic cables, compressed air system, and non-potable water system), and highway bridge. Specific contract documents, specifications and drawings of detailed requirements will be provided with the solicitation. An abbreviated project summary follows: a. Perform demolition/removal of existing catwalk structures and tainter gate hoist equipment platforms. b. Construct new catwalk structures and tainter gate hoist equipment platforms. c. Perform demolition/removal of existing utility systems including single-phase and 3-phase electric, fiber optic, compressed air, and non-potable water services. d. Construct new utility systems including single phase and 3 phase electric, fiber optic, compressed air, and non-potable water services, and perform acceptance testing of same for satisfactory performance. e. Demolition of existing bridge pedestals, girders, beams, deck, sidewalks, guardrails, electrical/lighting system and all appurtenances as indicated on the drawings. f. Construction of new bridge and appurtenances. This project will be awarded using a single-step negotiated selection process to achieve the best value result, in accordance with Federal Acquisition Regulations (FAR) Part 15, with a firm fixed price construction contract. The Government will provide the design for all structures. Proposals will be required to include a list of recent projects that demonstrate knowledge and past experience relating to all types of work described above, particularly in bridge demolition, structurally reinforced concrete including pre-fabricated elements, complexity of work, schedule management, safety, and quality control. Recent projects (no more than five years prior) submitted must demonstrate a level of complexity similar to this project. Proposals will also be required to identify success in meeting small business sub-contracting goals. This project will be awarded under FSC Code Y1LB (Construction of Highways, Roads, Streets, Bridges and Railways), SIC Code 1622 (Bridge, Tunnel and Elevated Highway Construction) and NAICS Code 237310 (Highway, Street, and Bridge Construction). The Government reserves the right not to compete this proposed contract.
