Description

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to award a Firm Fixed Price sole source contract to Smiths Detection, Edgewood, Maryland for the development and delivery of six (6) Toxic Industrial Chemical-Adapter (TIC-A)/Communication Adapter (CA) prototype interface devices under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code for this requirement is 334511 with a size standard of 750. The requirement is to enhance the M4A1 Joint Chemical Agent Detector (JCAD) with TIC-A capabilities and output data in the M88 Automatic Chemical Agent Detector Alarm (ACADA) format. The device must be 100 percent compatible with ACADA data stream output. Development of the CA and TIC-A interface requires technical knowledge of both the ACADA and JCAD systems. The Government does not possess a competitive Technical Data Package (TDP) for the M4A1 JCAD or the M88 ACADA that would allow for full and open competition of the TIC-A/CA interface prototype. Smiths Detection owns the TDP, is the sole manufacturer and has proprietary rights and is therefore is the only source capable of producing the prototype. The total period of performance for this effort will be 6 months after contract award. All responsible sources may submit a proposal which will be considered by ACC-APG
