- Independent Verification and Validation (IV&V) Support Services PRODUCT: Independent Verification and Validation (IV&V) Support Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 19.8 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 05-26. The General Services Administration (GSA) Office of Public Building Services (PBS) Chief Information Officer's (CIO) mission is to strategically acquire information and technology designed to improve the quality, timeliness, and cost effectiveness of PBS service delivery of its customers. The PBS CIO manages the design, development, implantation, and maintenance of all National PBS software applications, as well as the relationships between the PBS CIO's office and PBS Central Office business lines, regional customers, and stakeholders. The Enterprise Quality Program (EQP) provides the foundation for continuously improving, managing, and evaluating the quality of PBS applications. The EQP has developed processes and procedures based on the principles and practices of the Software Engineering Institutes (SEI) Capability Maturity Model Integration (CMMI). The EQP also incorporates the concepts of the ISO 9000 quality management processes. The EQP focuses on the areas of Quality Assurance, Configuration Management, Project Management and IV&V. Support for the IV&V function will be the only focus of this Statement of Work (SOW). Support for the other EQP areas is performed under a separate contract and will not be included as part of this SOW. These IV&V services have been provided currently at a level of support consisting of 8 individuals in project management, quality assurance, and information systems and application areas of specialty. The contractor is encouraged to be innovative and develop new approaches to increase efficiencies and reduce costs to the Government. The estimated value is $9,300,000.00 this includes a base year and four subsequent renewable option years. All potential offerors must be registered in the Central Contract Registration (CCR) prior to award ( www.ccr.gov ). This contract is an 8(a) set-aside under NAICS Code 541519 with a small business size standard of $25,000,000 annual gross receipts for a period of three years. Statement of Work: Attached is the Statement of Work (SOW) for the Request for Proposal and Proposal Instructions providing guidance and information for this requirement. The period of performance is a base year and four option years. The Government intends to solicit and award one firm fixed price Contract. All potential contractors must have office located within a twenty-five-mile radius of GSA Central Office in Washington, DC. Submission of Proposals: The contractor shall submit their proposal on or before 9:00AM, Thursday, November 8, 2012. Evaluation Criteria : Evaluation Factors for Award are in the SOW. Proposals will be evaluated based on best value to the government. When combined, technical is more important than price. Offerors must submit their final proposals for evaluation.
