- The U.S. Army Contracting Command New Jersey (ACC-NJ) on behalf of the U.S. Army Program Manager Close Combat systems (PM CCS) is conducting a Market Survey to identify potential sources for the manufacture, inspection, testing, and delivery of the M72-series Light Assault Weapon (LAW) and its variants: 1) M72A7 LAW with Graze Fuze Function and NVD Mount, NSN: 1340-01-497-7630 2) M72A8 LAW Fire from Enclosure (FFE) and NVD Mount, NSN: TBD 3) M72A9 LAW Anti-Structure Munitions (ASM) and NVD Mount, NSN: 1340-01-538-4308 4) M72A10 LAW Fire from Enclosure (FFE) Anti-Structure Munitions (ASM) and NVD Mount, NSN: TBD 5) M72AS Trainer Launchers, P/N 51670-9, NSN 1055-01-495-0009 6) M72AS 21mm Subcaliber Training Rockets, NSN 1340-01-482-5049 (DODIC HA21) 7) M72AS 21mm Subcaliber Inert Trainer, NSN 1340-01-533-8258 (DODIC HA46) 8) M72AS Trainer Launcher component parts 9) M72AS Trainer Launcher repairs 10) M72AS Trainer Launcher cleaning supplies The M72-series (LAW) is a 66mm man-portable, lightweight, self-contained, direct shoulder fired anti-armor weapon that consists of an in-tube burning, free flight rocket prepackaged in a disposable launcher, and is issued as a round of ammunition. The launcher is a lightweight, telescoping, single shot, throwaway item consisting of an inner tube, and outer tube, a tube detonation device, a mechanical sight system, a firing mechanism, safety interlocks, an integral rear cover and shoulder rest and carry sling with front cover. Approximate quantities are 8,000-45,000 units per year. In addition to the M72 variants, responders should offer information on the LAW training rockets; LAW inert training rockets; trainer launchers; LAW launcher conversions to trainer launchers; trainer launcher boxes and trainer launcher cleaning kits for each of the above items. The North American Industry Classification (NAICS) Code is 332993, Ammunition (Except Small Arms) Manufacturing. All responses should be prepared in MS Word or PDF format, limited to ten (10) pages (test results may be included as attachments). Responses should also include a cover letter (not included in the page count), and, at a minimum, address the following: 1. Provide sufficient information to support the company's claim that it presently has the technology, qualifications, and capabilities to produce the M72 and its variants. The response shall indicate how the interested party(ies) have achieved a level of technical maturity such that they are capable of meeting the above requirements and successfully completing a Government Qualification program without additional research and development. 2. Provide a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience, and current production capabilities (including minimum sustainable and maximum attainable monthly production rates of the above described munition/s or any similar M72). 3. Provide a point of contact for your Company which will include: the contact's name, address, website (if available), phone number, and email address as well as your company's Cage Code and Duns Number. Companies are to state their business size, NAICS Code, and identify a corporate point of contact. 4. Provide the respondents business size and any socio-economic considerations. 5. Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially (outside the federal Government.). If you elect to identify your past and current customers to which you provided similar products, include the customers/company name and point of contact, phone number and address/e-mail where they can be contacted. 6. Respondents should identify any subcontractors that would be utilized in the production of M72 and approximate delivery of each item after award. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. Interested sources should submit their qualification data and requested information no later than 1700 hrs EST on 19 November 2012 email to evangelina.c.tillyros@civ.mail.mil. Email submittals must be restricted to a maximum file size of 8MB and should be in MSWord or PDF format. In the event that the email submission is larger than 8MB, separate into several emails.
