- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to negotiate on a non-competitive basis with Advanced Concepts and Technologies International (ACT I), 1105 Wooded Acres, Suite 500, Waco, TX 76710, a Cost Plus Fixed Fee contract for Cost, Affordability and Technical Service Support for the Joint Strike Fighter Program Office (JSFPO) Arlington, VA. The Government intends to procure the above services under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements, to ensure there will not be a break in the required services while a competitive Seaport-e Task Order is being put in place. The procurement will consist of a six-month base period and two three-month options. The Joint Strike Fighter (JSF) F-35 program is a joint DoD ACAT 1D major acquisition program that includes the U.S. Air Force, U.S. Navy, and U. S. Marine Corps. JSF F-35 also includes eight foreign partner countries formally identified as Cooperative Partner Participants (CPP) along with three other countries called Security Cooperative Participants (SCP). The F-35 JPO requires cost, affordability and technical support services to support its critical mission of developing the next generation strike fighter aircraft. The program cost, affordability, and technical support disciplines consist of Program Management, Cost Estimating, Earned Value Management, Scheduling and System Integration Support. These services support the development of cost models and provide analysis for cost, schedule and Autonomic Logistics and Global Sustainment (ALGS). The work to be performed under this contract will ensure that the JSF F-35's Cost and Earned Value Management (EVM) Integrated Product Team (IPT) has the technical expertise to procure an affordable next generation strike aircraft weapon system. The services of this procurement will support JSF F-35 locations in Arlington, VA and Wright Patterson Air Force Base, OH. ACT I is currently supplying the support services for this requirement. It is in the Government's best interest to issue a new contract to ACT I for a continuation of services while the competitive Seaport-e Task Order is being put in place. This will ensure there will not be a break in the services required; any interruption to these services would cause the JSF F-35 program to lose critical program data and information. This sole source action is a temporary bridge for the continuation of services until the Seaport-e Task Order is in place. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government.
