Interested Vendors Please provide the information regarding Fedbizops Sources sought notice# APHIS-S-12-600009 Please reply by 10/31/2012 The U. S. Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine facility in Edinburg, TX, has a new requirement for a Firm-Fixed-Priced Indefinite Delivery/Indefinite Quantity contract for Hexanol Lures and Manuka Oil Lures. The contract would include a base period and 4 option periods. The requested supplies are needed to equip program personnel to detect and monitor emerald ash borer pest infestations. The lure-baited traps are a primary detection tool used to delimit and survey the extent of the pest infestation. Without these lure dispensers and traps, defining the infestation might not be possible. The ultimate cost to the United States could be billions of dollars in forest products. Severe damage would also occur within the tourism industry. Item Descriptions and Quantities: Hexanol Lure: Estimated maximum annual quantity - 75,000 Manuka Oil Lure: Estimated maximum annual quantity - 50,000 Lure Specifications: Both lures must be distinguishable from each other by color or shape. The plastic shall be thick enough to prevent lure loss from traps without compromising the release rates or length of effectiveness. (Z)-3-Hexonol - 60 day lure The (Z) -3-hexonol lure will have a 50 mg/day release rate of the compound. Manuka Oil - 60 Day Lure Lure will initially releasing 50mg of Manuka oil /day for a program-wide survey. Lure Packaging: • Shipping containers must be identifiable with: o Name of Product o Lot number o Manufacturing date o Optimal storage condition - "Keep Frozen" • Lures must be packaged within an over-pack to prevent: o Leakage o Lure contamination o Emission of semiochemical • The over-pack bag must be easily opened without the aid of a cutting device. • Lures must be individually packaged. • Material shall be packed for shipment in such a manner that will insure acceptance by common carriers and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification Rules, or regulations of other carriers as applicable to the mode of transportation. Quality Assurance Surveillance Program USDA APHIS may conduct quality assurance surveillance testing. Key features APHIS will be monitoring are: 1. Storage longevity a. Color saturation being maintained b. Adhesive applications c. Release rates 2. Lures breakage rates 3. Emission rates The North American Industry Classification System Code is 325320 - Pesticide and Other Agricultural Chemical Manufacturing. The Small Business Standard Size is 500 employees.
