Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is H92242-13-T-0001. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-27, dated 17 Oct 2008 and DFARS Change Notice 20081020. The DPAS Rating for this solicitation is DO-S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 487210 Naval Special Warfare Group 4 requests responses from qualified sources. CLIN 0001: Provide a Motor Vessel for a Bare Boat Charter for thirteen days, commencing 25 Nov 2012 and concluding 8 Dec 2012. Vessel shall meet the specifications outlined in the statement of work.. Period of Performance is 25 Nov to 8 Dec 2012 The following FAR provisions and clauses are applicable to this procurement: 52.212-1 (Jun 2008), Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I (Jun 2008), Offeror Representations and Certifications. Certification and Representations shall be submitted via ORCA website at https://orca.bpn.gov/publicsearch.aspx Commercial Items; 52.204-7 Central Contractor Registration (Apr 2008), 52.212-4 Contract Terms and Conditions - Commercial Items (Oct 2008), 52.212-5 (Dev), Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Oct 2008). FAR 52.239-19 Availability of Funds Clause. Additional contract terms and conditions applicable to this procurement are: 252.212-7000 Offeror representations and certifications - Commercial Items(Jun 2005) Certification and Representation shall be submitted separately from the quote and 252.212-7001 Contract Terms and conditions required to implement statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items (Apr 2007) (DEVIATION), 252.204-7004 Alt A Central Contractor Registration (52.204-7) Alternate A (Sep 2007), and 252.243-7001 Pricing of Contract Modifications (Dec 1991). Proposal shall include the pricing for each part listed in this synopsis. All clauses will be incorporated by reference in the order. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provides the lowest cost to the Government. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 1600 hours PM(Eastern Standard Time) on 1 Nov 2012. All questions shall be sent to the Contracting Officer, Ruby Phillips, at (757) 763-4432 or email ruby.phillips@navsoc.socom.mil or Arethalia Whitfield, at (757)763-4407, email : arethalia.whitfield@navsoc.socom.mil Statement of Work •- Special Boat Team Twelve requires Delivery of Bare Boat Charter for the period of Thirteen (13) Days commencing on or about 0800 Sunday, November 25 th 2012 and ending on or about 0900 Saturday, December 8 th 2012. This Thirteen (13) day Charter is to be delivered with a full tank of fuel to Huntington Beach, CA and returned to Vendor with a full tank of fuel. •- Requirement is for a Motor Vessel meeting the following specifications: 1974 Bertram Sport Fisher, 46.6 Overall length with a displacement of 33 GRT. Fiberglass hull, twin screw with two 2010 QSC 8.3 Cummins 500 Horsepower Diesel engines, transmission type ZF 286A. Vessel must be equipped with electronic Morse sync throttle cables, 2009 Northern Lights 6.5KW generator, three Fuel tanks Port, Starboard, and aft with port holding 333 gallons, starboard holding 315 gallons, and an aft tank holding 113 gallons of diesel fuel with a range of 350 nautical miles with a capability of 18+ knots. Vessel must be equipped with a Ray Marine 120W. GPS, Furuno SCV585 1KW transducer depth sounder, Raytheon 41XX radar, and SIMRAD 8AP25 autopilot, and a labeled electronic distribution panel. Vessel must hold 225 gallons of fresh water, 100gal. port side, and 125gal. starboard side and have a black water tank of 50 gallons Vessel must have two workable heads one port with a shower and one starboard with hand held shower head with a 25 gallon electric hot water heater. Vessel's galley must have a four burner electric stovetop and oven, stainless sink with hot and cold water, two under counter fridge/freezers, an on board ice maker and a microwave. Vessel must have a port stateroom with four bunks and a head as well as a forward V-berth with three bunks, and vessel must contain port and starboard shore power connections of 220/ 110v. Vessel must be equipped with 20 deep sea salt water sport fishing rods, four troll fishing rigs, and ten hoop nets. Vessel must have two bait tanks port holding 95 gallons of sea water/ 11 scoops of bait and starboard holding 120 gallons of sea water/ 14 scoops of bait. Vessel must be equipped with a swimmer platform of 15 feet by two feet and a Bruce 44 LBS anchor with 11 feet of 3/8 chain and 300 feet of 5/8 braided line. Vessel must be equipped with a 10 Ft. Achilles dingy with a 3.5 horsepower outboard Mercury engine capable of holding four personnel. Vessel's engine room must be equipped with a HALON fire control system and must comply with all USCG safety regulations. This vessel must be able to be independently bareboat chartered without a hired captain or crew. •- Vessel is to be used for training purposes for up to ten Military personnel plus supporting gear. •- Vessel MUST be inspected by SBT12 N3X training department prior to approval. •-
