The MSD Sector Imager 2400 is an extremely sensitive and unique instrument for measuring constituents of the human exposome for the assessment of environmental risk and the exploration of metabolic response to environmental contaminants in humans. The instrument relies on specific chemical formulations and disposable plates to assess biomarkers in human media including blood, breath condensate, and urine. These chemical kits are unique to the instrument, and rely on proprietary immuno-chemicals and plate configurations that are only available from the manufacturer, Meso Scale Discovery. This study is a major component of NERL?s Exposure and Atmospheric Sciences, Methods Development and Applications Branch research. The increased focus on research studies utilizing Meso Scale Discovery (MSD) instrument Sector Imager 2400 in identifying human exposome are critical to further advance the accurate assessment of environmental risks. Increased studies are currently being conducted which would require an ongoing supply from the same source so that we can maintain continuity of our current research. Meso Scale Discovery holds patents for the production of the proprietary Immunochemistry supplies. It is necessary to purchase these items from the original manufacturer. Meso Scale Discovery Immunochemistry supplies have been used in previous studies conducted with this instrument and in a current study that is on-going; therefore it is critical to use Meso Scale Discovery to maintain consistency of results. Use of other sources versus supplies from the same equipment manufacturer, would potentially render them incompatible with the MSD Instrument Sector Imager 2400 currently being used. Therefore it is critical that Immunochemistry supplies manufactured by this company be utilized. The US EPA believes that Meso Scale Discovery is the only source capable of providing the required instrument/supplies. The circumstance permitting Other than Full and Open Competition is FAR 8.405-6 Limited Sources, ?Only one responsible source and no other supplies will satisfy agency requirements?. The period of performance is expected to be begin January, 2013 with a Base Year, and Two Option Years. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
