Description
Description The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a Broad Agency Announcement (BAA) for the development of advanced, testable solutions for the capture of mobility data. The BAA will be conducted as part of the support that the Volpe Center provides to the U.S. Department of Transportation's Dynamic Mobility Applications (DMA) Program, which is conducted by the Intelligent Transportation Systems Joint Program Office (ITS JPO). The BAA will be competed using the two-step process on a full and open basis and single or multiple awards are anticipated. This anticipated BAA is for research and development into new solutions to capture mobility data that will allow greater understanding of travel choices. The Volpe Center is seeking solutions that offer new capabilities for understanding multimodal travel decisions within a transportation and data environment that changes from second to second and is evolving quickly. Although the future is impossible to predict with certainty, it will likely involve greater challenges with traffic management, greater interest in multimodal transportation options, wider options in terms of data availability and modes of wireless transmission, and a greater demand and opportunity for intelligent transportation management on a user and system level. The North American Industry Classification System (NAICS) Code is 541712 for this acquisition with a small business size standard of 500. The estimated announcement of the first step of this BAA will be early November 2012. Responses will be due approximately 45 days following the issuance of the BAA. The Volpe Center uses electronic commerce to issue Requests for Proposals (RFP) and amendments to RFPs. Paper copies of the RFP or amendments will not be available. The solicitation and any documents related to this procurement will be available in electronic format only from the Government-wide Point of Entry at the Federal Business Opportunities website at the following address: https://www.fbo.gov/. Potential offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the FedBizOpps site. Offerors are warned that when they register to receive solicitation amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the offeror. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided.
