- Description: NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a new sources sought request. This sources sought request is to determine the availability of qualified Contractors to provide roving patrol guard services to the U.S. Navy, San Salvador, El Salvador (referred to as "the Navy" hereafter) for a one year period. The Navy requires security to guard its personnel's homes and to respond and assist its personnel in the event of any type of accident or conflict they encounter. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the security requirement. The personnel assigned permanently to the government offices are required to maintain a residence in San Salvador and consequently they must live and transit through areas that are potentially dangerous due to the high level of gang activity in the country. Due to their association with drug interdiction missions it is feasible that they could be targeted for violence. The Department of State as well as the local Regional Security Officer classified El Salvador as a high crime threat area. The roving patrol is required to provide an additional layer of force protection and emergency response in a high threat environment. The primary mission of the roving patrol service is to provide protection for United States Navy personnel while they are in and around their homes. The local guards act as a quick response team to Navy personnel in the event of accidents or conflicts wherever they may be. The roving armed patrol guard services shall prevent unauthorized access; protect life; maintain order; deter criminal attacks against employees, dependents and property. The Contractor shall be required to utilize firearms, Guard Electronic Monitoring System (GEMS), vehicles, and establish a radio network in performing the services listed hereafter. Interested firms are requested to submit a capability statement outlining their ability to October 2012 stating their business size, DUNS, and Cage Code as well as a point of contact. The Government will use the results of this announcement to determine how subject requirement will be solicited. The Government will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information.
