- Performance Work Statement This is an Synopsisfor a tentative requirement for a purchase and logistics management of commercial jet fuel worldwide business model, as further defined in the attached draft Performance Work Statement (PWS). As part of its market research, DLA Energy is issuing this Notice to determine if there exists an adequate number of qualified, interested, contractors capable of providing operation and logistics management services. The Government may use the responses to this Synopsisfor planning, acquisition strategy development and/or informational purposes. The draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any if an acquisition follows. The anticipated period of performance is for nine (9) months from the date of award with one (1) six (6) month Option Period to assist with implementation if required. This Synopsis is only for the purpose of identifying potential sources as part of DLA's market research. It is possible that a solicitation may not result from this Notice, and no RFQ/RFP exists for these services at this time. However, an RFP is expected to be issued on or around 26 October 2012. Responses to this Notice are not quotes upon which DLA can issue orders. All information received in response to this Notice marked Proprietary will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to this Notice will not be returned. Responders are solely responsible for all expenses associated with responding. DLA will not pay for information received in response to this Notice. At this time there is no commitment by the Government to issue an RFQ/RFP, make an award or awards, or to be responsible for any monies expended by industry in responses to this Notice. Interested vendors should submit Capability Statements. Please include your business size, brief descriptions of recent and relevant projects completed for the same/similar services to those in the attached draft PWS, and comments/suggestions. Please limit your response to 4 pages, and please do not submit pricing information. In your response to this Notice, please use the Subject: Bulk Petroleum Logistics Management, Efficiency Management & Process Improvement. Synopsis and submit your response by 5:00 pm local time on October 24, 2012 to: Rose Arenas, rose.arenas@dla.mil, 703-767-8525. OBJECTIVE The Government requires the services of a Contractor in the discipline of global bulk petroleum logistics management, petroleum acquisition, efficiency management, process improvement, and petroleum supply and distribution planning to assist in implementing the following cost savings initiatives: Reduce the direct cost of fuel by 1-3% across all fuel products through the use of agile acquisition techniques leveraging commercial supply chains, without creating redundancy. Reduce distribution and transportation costs by 25% and achieve 3% efficiency gains from personnel, ADP, facility maintenance and IT; Attack both War Reserves and Operational Inventory through better leverage of commercial infrastructure and agreements; review and adjust strategic requirements; Improve total service delivery by 10 percentage points and measure ourselves by customer standards; and, Demonstrate DLA Energy's commitment to transparency and accountability.
