- The Army Contracting Command- Picatinny (ACC-Picatinny) is conducting market research for companies capable of integrating a solar reflective pigment into an ecoat or powder coat to be applied to ammunition containers. The goal of the U.S. Army, Armament Research Development and Engineering Center (ARDEC) is to determine if an existing ecoat or powder coat formulation is available or if an in-house development effort is required. The requirements for this effort are as follows: A. Pigment Characteristics: Dye pigment preparation in a aqueous dispersion that contains on average 1-5% 2-amino-2-methylpropanol and 1-5% oley alcohol ethoxylated phosphate ammonium salt with a pH between 7.5 and 9.0. The pigment is a Roda Cool product. B. Requirements: The coating shall reduce the increase in temperature above ambient of a sample by 20% (threshold) or 50% (objective). The coating shall be a powder coat or e-coat system for application to ammunition containers. C. Government Drawing: Coatings, High Performance (For Ammunition Containers No.: 12998172). The contractor is to submit enough detail as to determine technical and schedule feasibility of coating and approach. The contractor shall mark all proprietary information and distinguish it from other information submitted. The end result for this work is to determine if an existing ecoat is able to retain the solar reflective properties of the pigment and maintain the required performance and characteristics. Respondents should include company name and contact information (address, phone number, e-mail address); Cage Code and Type of Business (Small Business, Large Business, 8(a) Small Business, Hub-Zone Small Business, Service Disabled Veteran Owned Small Business, Woman Owned). Submissions to this Market Survey should be made within three (3) calendar weeks, NLT 30 October 2012 to: U.S. Army Contracting Command ACC-NJ, Attn.: Margaret B. Reed, Building 45C, Picatinny Arsenal, NJ 07806-5000; email: margaret.b.reed.civ@mail.mil. All information shall be submitted via email only; NO PHONE calls will be accepted. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractors qualifications. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All information is to be submitted at no cost or obligation to the Government. After a review of the responses received, a solicitation may be issued at a later date. However, responses to this notice will not be considered a response to any possible future solicitation. This is a Market Survey Announcement and submission of information will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ). In addition, the Government does not intend to pay for any information provided under this notice.
