- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Tank Preservation SOW.docx Page 1 of 4 9/16/2012 1.0 INTENT 1.1 The intent of this work item is the preservation of the aft grey water tank which is presently uncoated. The contractor is invited to propose an alternate tank coating system other than the system which is detailed in this work item for the purpose of obtaining a superior coating system that may be more durable have a greater life expectancy. If the proposed system is more costly NOAA will consider a change to that system and cover increased material and application costs if the system can be shown to be significantly superior. 1.2 Checkpoints are exercised throughout this item at one or more location. They are identified by inclusion of the phrase CHECKPOINT preceding the paragraph where an inspection is desired by the COTR. Check Points shall be accomplished in accordance with 2.5. 2.0 REFERENCES 2.1 RA-S1101-2, Structural Tanks, FW, LO, DO (Day) & Anti-Roll 2.2 Steel Structures Painting Council STD SPEC, SSPC-PA-1 2.3 NOAA Standard Specifications, S4800-2, Piping Systems - General Requirements. 2.4 AMC-631-2C, Coating Systems for Steel Surfaces 2.5 NOAA Standard Spec S0100, Implementation and Conduct of Check Points 3.0 GOVERNMENT FURNISHED EQUIPMENT (GFE) 3.1 None 4.0 REQUIREMENTS 4.1 Provide all labor and materials to accomplish preservation of aft grey water tank (B-08-002). Refer to reference 2.1 for location of aft grey water tank and associated piping, level sensors, pumps and access. 4.2 SURFACE PREPARATION: 4.2.1 Unbolt and remove aft grey water tank access located in the C-08 passageway and provide the services of a tank cleaning contractor to pump out any residual water in tank and to thoroughly clean interior of tank. Remove and store the existing tank level sensors during tank preservation work. Provide services of chemist to certify that the tank is safe for human entry after completion of tank cleaning. 4.2.2 Accomplish repair of all wasted steel structure prior to sandblasting. *****CHECKPOINT***** FY13 Rainier Dockside AFT GREY WATER TANK PRESERVATION RA G.W. Tank Preservation SOW.docx Page 2 of 4 9/16/2012 Provide condition report to COTR with recommendation for repairs of wasted structure. 4.2.3 Sandblasting of Grey Water Tank Interior: After cleaning the grey water tank, dry out any residual water from all interior surface areas of tank and accomplish abrasive blast of tank internal surfaces to a "Near White" finish in accordance with reference 2.2, SSPC Specification No.SP-10. Vents, drains and other openings into grey water tank shall be suitably covered and protected to assure no entry of blast abrasive into piping or out of tank into adjoining spaces and to weather. Operating moisture traps shall be used on all sandblasting equipment. Following the sandblasting operation, blow down tank and clean up all dust, dirt, and spent abrasives. ***** CHECKPOINT ***** COTR to examination surface preparation of locker interiors prior to application of primer coat 4.3 PAINT SYSTEM: Provide labor and materials necessary to paint the entire grey water tank interior. Provide the services of a qualified technical representative to supervise surface preparation and coating system application. The technical representative shall be primarily used to observe the surface preparation, paint film between coats, and to resolve technical difficulties such as low ambient temperature or high relative humidity. Preparation and application will be as specified by the paint manufacturer. All equipment shall be maintained in good working order, and shall be comparable to that described in the printed instructions of the coating manufacturer. All equipment shall be thoroughly cleaned before use with the appropriate cleaning solution as indicated by the coating manufacturer. Minimum between-coat drying times must be carefully observed. The general application instructions such as drying and overcoat times indicated in this specification and in the manufacturer's product literature may be modified as indicated by the paint manufacturer's representative to accommodate cold weather. Thinning of paint shall be done only if necessary for workability of the coating material and then in accordance with the manufacturer's representative. Use only the appropriate manufacturer's thinner. All federal and local regulations regarding this item are to be followed. Operating moisture traps shall be used on all painting equipment. The grey water tank interior shall be painted with an epoxy system as described below: 4.3.1 PRIMER COAT: Apply one (1) full coat Sigma Coatings #7402 UF Zinc Rich Coating (or equal) to a minimum DFT of 2-3 mils DFT. All sandblasted areas are to be prime coated within the same working day. Hand stripe primer coat application on backs of internal stiffeners and all other areas which are difficult for spray application prior to the spray on application of the full primer coat. The tank interior shall be sand swept when left exposed for a longer period before the primer coat application, FY13 Rainier Dockside AFT GREY WATER TANK PRESERVATION RA G.W. Tank Preservation SOW.docx Page 3 of 4 9/16/2012 or exposed to high relative humidity, fog, or rain to remove any contamination or oxidation. Recoat time shall be within manufacturers recommended limits interpreted with the guidance of the manufacturers technical representative. COTR shall be provided the opportunity to inspect tank after sandblast to verify acceptable surface preparation throughout entire grey water tank. ***** CHECKPOINT ***** Contractor is to demonstrate to COTR that there is full primer coverage of at least the minimum acceptable film thickness primer coat. ***** CHECKPOINT ***** 4.3.2 INTERMEDIATE COAT: Apply one (1) full coat Sigma Coatings 7476- 2001 TCP (or equal) (red brown) to a film coat thickness of 6-8 mils DFT. Hand stripe intermediate coat application on backs of angles and other difficult to access surfaces inside tank prior to spray application of full intermediate coat. Recoat time shall be within manufacturers recommended limits interpreted with the guidance of the manufacturers technical representative. Contractor shall demonstrate to COTR that there is full coverage and acceptable film thickness of intermediate coat. ***** CHECKPOINT ***** 4.3.3 TOPCOAT: Apply one (1) full coat Sigma 7476-1225 TCP (light grey) to a film coat thickness of 6-8 mils DFT. Hand stripe top coat application on backs of angles and other difficult to access surfaces inside tank prior to spray application of full top coat. Recoat time shall be within manufacturers recommended limits interpreted with the guidance of the manufacturers technical representative. Contractor shall demonstrate to COTR that there is full coverage and acceptable film thickness of top coat. ***** CHECKPOINT ***** 4.4 After completion of tank preservation work including inspection and verification of paint system curing, re-install previously removed sensors and pumps and reinstall the three tank access covers. Use new gaskets and bolt sealing cotton grommets when installing access covers. 4.5 Paints and paint products required to be applied by this specification are registered with the U.S. Environmental Protection Agency (EPA). EPA Material Safety Data Sheets, as required by the EPA, are to be obtained, read, and understood by the contractor and special precautions listed are to be adhered to. 5.0 TESTS/INSPECTIONS/REPORTS 5.1 Surface inspection after cleanup and sandblasting shall be conducted by the COTR or his representative, as well as the paint manufacturer's representative. Provide the COTR paint thickness reports between coats to verify that application requirements have been met and accomplish inspections and checkpoints as required in paragraph 4 above. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
