- Draft PWS 15Oct12 RFI description Request for Information M00264-13-RFI-0200 Emergency Management Incident Management System (EMIMS) PURPOSE: This Request for Information (RFI) is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain a web-enabled emergency management situational awareness solution that provides coordination with civilian response and recovery partners. This requirement shall provide Headquarters Marine Corps, Marine Corps Installations Command (MCICOM), G3 with the ability to standardize emergency management incident coordination and to ensure compliance with Department of Defense (DOD) and USMC policies and satisfy reporting and documentation requirements. Additionally, the application shall support access to important emergency management decision-making information including real-time access to local, regional, and national weather trends, satellite images, mapping information, details of operations and resource status within the USMC and partner civilian jurisdictions, and real-time information sharing. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. BACKGROUND: Current USMC emergency management incident management efforts consist of disparate systems supported and funded at the Installation level that are increasingly unable to meet expanding needs and requirements. Existing methods include commercial off the shelf (COTS) web-based software solutions. A uniform approach is needed to address these issues, and allow MCICOM to implement a standardized emergency management incident coordination solution that provides a common incident management capability and supports interoperability with all internal and external emergency management response partners. CORE OBJECTIVES TO BE ACCOMPLISHED The draft Performance Work Statement provided with this RFI sets forth the work efforts required for support and enhancements to the Emergency Management Incident Management System (EMIMS). The scope of this effort shall encompass the following: • Information Assurance • Web-based System Access • Information Sharing • Disaster Recovery • Mapping Capability • Maintenance and Training • Program Management INSTRUCTIONS: Responses to this RFI shall not exceed ten (10) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives; (2) Two customer references describing similar work efforts; (3) Commercial published labor categories and rates used by respondents for similar services, if available; and (4) Other material relevant to establishing the core competencies of the firm. Please identify Large/Small Business size, CAGE Code and GSA Schedule contract number if available. Response is due by 26 October 2012, 3:00 PM.
