- Sources Sought Attachment SOURCES SOUGHT / MARKET RESEARCH Hospital Roman Catholic Chaplain at Joint Base Lewis-McChord, Washington W911S8-13-R-0001 Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine the existence of Roman Catholic Chaplains capable to provide the full range of pastoral ministries and spiritual services to those in the care of Madigan Healthcare System (MHS), JBLM. The anticipated period of performance is 1 March 2013 through 28 February 2014 with the possibility to exercise options of up to four years. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and economically disadvantaged women-owned small business. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitations. Responses will not be published outside the MICC JBLM Office but will be used as a tool for the upcoming acquisition. We appreciate your participation and input. Description of Services: Masses. Contractor shall conduct Masses at MHS chapel located on the ground level in the Nursing Tower. Other Sacramental Ministrations shall be performed as required in accordance with the standard practices of the AMS and Local Ordinary, and recorded in the MHS Priest's "Book (or record) of Ministrations." - Weekday Masses. Contractor shall provide one Mass each day, Monday through Friday. This also includes any special Memorial Mass or special observances held during the week. - Weekend and Holy Day of Obligation Masses. Contractor shall provide two weekend Masses each week (1 on Saturday and 1 on Sunday) and two Masses on each of 8 Holy Days. (The following is a list of the Roman Catholic Church Holy Days of Obligation: Octave of Christmas; Mary, Mother of God; Ascension of the Lord; The Assumption of the Blessed Virgin Mary; All Saints; Immaculate Conception of the Blessed Virgin Mary; and Nativity of the Lord; and Ash Wednesday.) Weekday Patient Visitations. Contractor shall perform patient visitations on a daily basis, visiting all Roman Catholic patients providing pastoral care, necessary sacraments to include the Sacrament of the Sick and Holy Communion, and Baptism and other Sacraments as required by Cannon Law. Patient visitation is from Monday through Friday, excluding Federal holidays, at any time during normal duty hours, 0800 - 1600. Contractor shall visit all new admitted Roman Catholic patients, those who require follow-up care, or existing Roman Catholic patients requesting visitations. Emergency On-call Priest. Contractor shall perform emergency services when called/paged during non-duty hours, Monday through Friday, and 24 hours each day on Saturdays, Sundays and Federal/installation holidays falling on Mondays through Fridays. The Contractor shall provide any necessary sacramental ministry for end of life, trauma victims, seriously ill, and imminent death. Emergency On-call Priest is not required to stay on MHS premises during above specified hours. However, he must be available by pager and/or phone to the MHS duty chaplain. If the contractor is unavailable because he is ill, out of the area, or unavailable for any reason and cannot respond within 45 minutes for end of life and/or trauma he shall notify the Madigan Dept of Ministry staff during regular business hours that he will be unavailable for a specified time frame. Reports for all calls shall be documented in the DA 1594 Duty Log by the Duty Priest at the conclusion of each call or at least completed no later than the next day immediately following duty coverage. Duty Log is permanently located in the MHS DMPC office. Continuity of Services. If the Contractor becomes ill or otherwise unable to fulfill the obligations of this contract, he shall notify the MHS DMPC Staff Chaplain as soon as possible, but not later than one (1) hour prior to the service/activity. It is essential that continuity of the services be maintained. It is strongly encouraged, for the sake of the Roman Catholic Program, that the Contractor provide a substitute Priest or subcontractor in the event of absences. The Contractor shall provide direct supervision of any substitute Priest provided under this contract, and shall act as a liaison with MHS Chief, DMPC and the COR. DISCLAIMER: This Sources Sought (SS) is submitted in accordance with 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This SS is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB) or as an obligation on the part of the Government to acquire any services. MICC JBLM will not accept unsolicited proposals related to the subject of this SS. The responder must clearly identify any information it considers sensitive or proprietary. Responders are solely responsible for all expenses associated with and incurred by responding to this SS.
