Description
All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://www.fedbizopps.gov. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. All questions should be addressed in writing to Katrina Robertson, Contract Specialist at katrina.robertson@us.army.mil. Questions shall be submitted not later than 1200 hours (Eastern Day Light Savings Time) on October 18, 2012. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained. All interested parties shall provide their quote to Katrina Robertson at katrina.robertson@us.army.mil by 12:00 p.m. ET on October 23, 2012. MECS Requirements for a suitable Electrochemiluminescent (ECL) instrument The Electrochemiluminescent (ECL) instrument must meet the following requirements: Have dimensions no larger than: 14.0"H x 20"D x 13"W Have to ability to detect and measure multiple target analytes and controls Use no more than 125ul of sample to perform tests Have charge-coupled device ( CCD ) imaging Have a dynamic range of approximately 6 logs Run on a 96-well plate Be able to multiplex up to 25 assays per test well Be able to be used for immunoassays or nucleic acid detection Able to measure the following bacteria: Bacillus anthracis, Yersina pestis, Francisella tularensis, Brucella Able to measure the following toxins: Ricin, Botulinum A, B and E, and Staphylococcus Enterotoxin B (SEB) ECL technology that allows ECL detection to be applied to multiplexed measurements using protein and nucleic acid arrays. Able to measure the following viruses: Orthopox and Venezuelan Equine Encephalitis Virus (VEE) ECL technology that allows ECL detection to be applied to multiplexed measurements using protein and nucleic acid arrays.
