- Description
- This is a sources sought synopsis to determine the availability of potential sources capable of providing Special Technical Operations (STO) training and cyber operations support. The purposes of this contract are to (1) provide training to COCOM STO planners, enabling them to employ STO using a realistic, adapting curriculum, and (2) provide subject matter expertise in the area of cyber operations--this domain is constantly evolving and requires updates to Joint doctrine, training, and operations. The contract scope includes the requirement to develop, implement, conduct, and maintain the five-day STO planners' course to educate personnel on STO planning, integration of STO planning with conventional campaign planning, intelligence support to STO, STO policy and Annex S approval processes, security requirements associated with STO plans, and lessons learned from previous operations and exercises. Approximately five courses will be required per year. The contractor shall provide STO subject matter expertise in the area of cyber operations, including the following cyber operations support functions: 1) Integration between STO planning training and cyber operations; 2) Lead administration of the Cyber Integration Group and associated working groups; 3) Research and report on DoD cyber outages or other cyber incidents when identified. Individuals performing on this contract will be required to possess an active security clearance for Top Secret information with Special Compartmented Information eligibility at time of contract award. The contractor will be required to manage the security clearances as required by DoD standards. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. Contract type is yet to be determined, but may include both FFP and CPFF provisions. It is anticipated that the contract will have a performance period of one (1) year, with two (2) 12-month option periods. It is anticipated that the contract will be solicited in the spring of 2013. The NAICs code for this acquisition is 541330 and the size standard is $14M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 541330), and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and customer point of contact with corresponding telephone number and e-mail address.
