Description
NASA/JSC has a requirement for SCALE MODEL ACOUSTIC TEST (SMAT) MULTI PURPOSE CREW VEHICLE (MPCV) VIBROACOUSTIC MODELING AND ANALYSIS. NASA/JSC intends to purchase this service from ATA Engineering Inc. NASA is seeking specific technical expertise in the processing and analysis of spatial correlation data from the Space Launch System (SLS) Model Acoustic Test (SMAT). The SMAT test program will measure the liftoff acoustic loads on the SLS, which will be used to define vibroacoustic environments for MPCV. ATA Engineering has unique experience with the technical problem. ATA has also developed and currently own a proprietary tool that is central to the software suite. The quick look and data analysis code used on SMAT leverages ATA's proprietary IMAT software product. Without developer level knowledge, access, and insight into the tool, the scope of work would not be possible. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to stacy.g.houston@nasa.gov not later than 4:30 p.m. local time on October 22, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
