- This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. There is not a finalized definitive requirement available at this time, this is only a potential upcoming requirement, and industry sources are being sought to respond to this notice with the information requested below. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services as stated. The U.S. Department of State is in search of potential sources for worldwide security vetting and other support services. The anticipated requirement will require a Contractor to provide a variety of specialized support services for designated Regional Security Offices (RSOs), predominantly in high-threat or otherwise austere locations. The Contractor will be required to provide highly qualified personnel to support personnel vetting programs and may be required to provide housing and all necessary life support for personnel assigned to overseas locations as the needs arise. The Contractor may also be required to provide other support such as logistical support, badging office support, policy assistance support, program management support, and financial management support for Department of State security programs. The Contractor may be required to provide qualified, cleared subject matter experts, technical experts, or administrative specialists to high threat locations on short notice. Immediate requirements exist in Iraq for the below two (2) position descriptions identified. The Department of State anticipates future requirements for similar support services in other regions of the world and would like to partner with a firm to meet these worldwide support efforts. Baghdad, Iraq immediate requirements as described: 1) Counterintelligence (CI) Support Specialist Major Duties and Responsibilities Under the direction of a DS Special Agent, the CI support specialist provides vetting-related services. Major duties and responsibilities include: • Conducts vetting procedures on host country nationals or on U.S. Legal Permanent Residents who seek employment on Chief of Mission facilities or who are hired into a position that allows them knowledge of Chief of Mission operations. • Interviews local national or U.S. Legal Permanent Residents applicants for suitability and eligibility for security certifications and produces timely written reports and assessments. • Conducts electronic record checks in support of vetting investigations on classified and unclassified databases including those involving U.S. Legal Permanent Residents (LPRs). • In addition to routine caseload, conducts supplemental interviews as requested by a DS agent or vetting specialist to resolve CI/CT-related issues and information arising in the vetting process. • Provides direct support to the Regional Security Office (RSO) as appropriate, and for other CI-related investigations. • Personnel will be equipped to travel to and may operate from multiple fixed sites within an assigned area of operations in accordance with RSO procedures, but will not conduct interviews outside of secure areas. • Provide administrative support related to specific areas of assignment. Qualifications The Contractor shall provide personnel who have the necessary experience, education, training and skills to perform the work and manage the requirements included in the contract. Requirements include: • Four years experience as trained counterintelligence agent. Such experienced may be gained through former service in the following Department of Defense Military Occupational Specialties or their civilian equivalents: 35L (Counterintelligence Agent), 35M (Human Intelligence Collector), 351L (Counterintelligence Technician), 351M (Human Intelligence Collection Technician). • Must be knowledgeable of Department of Defense counterintelligence procedures, data processing systems such as CHIMs, and SIPRNET search engines and database retrieval tools such as QueryTree and M3. Knowledge of State Department vetting procedures is preferred. • Knowledge of the Arabic language and culture is strongly desired. • United States citizen eligible for appropriate security clearance. • Knowledge of host country culture, traditions, and customs is highly desirable. • Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred. • Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds. • Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties. Vetting Specialist Major Duties and Responsibilities Under the direction of a DS Special Agent, the vetting specialist provides vetting-related services. Major duties and responsibilities include: • Conducts vetting procedures on host country nationals or U.S. Legal Permanent Residents (LPRs) seeking employment on Chief of Mission facilities or who are hired into a position that allows them knowledge of Chief of Mission operations. • Interviews local national applicants or U.S. Legal Permanent Residents (LPRs) for suitability and eligibility for security certifications and produces timely written reports and assessments. • Conduct electronic record checks in support of vetting investigations on classified and unclassified databases, including those involving U.S. Legal Permanent Residents (LPRs) • Personnel will be equipped to travel to and may operate from multiple fixed sites within an assigned area of operations in accordance with RSO procedures, but will not conduct interviews outside of secure areas. • Provide administrative support related to specific areas of assignment. Qualifications The Contractor shall provide personnel who have the necessary experience, education, training and skills to perform the work and manage the requirements included in the contract. Requirements include: • Minimum of two years experience in one of the following Department of Defense Military Occupational Specialties or their civilian equivalents: 35L (Counterintelligence Agent), 35M (Human Intelligence Collector), 351L (Counterintelligence Technician), 351M (Human Intelligence Collection Technician), 180A (Special Forces Warrant Officer), 18F (Special Forces Assistant Operations and Intelligence Sergeant), or a Strategic Debriefer. • Must have experience with vetting, vetting tasks, and/or investigative questioning techniques and knowledgeable of SIPRNET search engines and database retrieval tools such as QueryTree and M3. • United States citizen eligible for appropriate security clearance. • Knowledge of host country culture, traditions, and customs is highly desirable. • Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred. • Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds. • Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties. The Government is anticipating about 10 CI Support Specialists, 35 Vetting Specialists approximately (45) positions to be filled between the two categories for planning purposes currently in Baghdad, Iraq, this is subject to change, when and if a solicitation is finalized more definitive information will be provided. There are current incumbents under this effort; current incumbent contractor is L-3. Facility security clearance level and availability of or ability to recruit cleared staff for this engagement if possible. 5. Relevant Past Performance references for projects of similar size, scope or complexity along with abbreviated descriptions of effort or work done in providing specialized security support services in high-threat locations, specifically in supporting personnel vetting programs in Government or Private Industry with also providing life support. Be sure your past performance information provided includes a very brief description of your firm's corporate experience and management capabilities, particularly relating to establishing and maintaining operations in multiple locations, indicating an understanding of the challenges of hiring, deploying, retaining, training, and supervising on-site managers and staff. Indicate any experience transitioning responsibility from an incumbent contractor your firm has along with describing the qualifications of the management personnel you would have available for this engagement, and your overall approach to managing engagements of this type based on experience. 6. Briefly describe your firm's ability to provide cleared U.S. citizens with at least four years experience in the counterintelligence field, logistical support, badging office support, policy assistance support, program management support, and financial management support. Has your firm every provided such various position types and managed globally? Also, describe your firm's ability to promptly staff specialized support positions for high threat locations with short notice (within 30 days) if ever done before or not along with your firm's approach to subcontractor management, if applicable based on current contracts your firm has or recent work done in the past three (3) years. All of the six (6) items above should be addressed in your firm's response to this notice, any questions can be made to the points of contact listed on this notice, please address each of the 6 items above to the best of your firm's ability briefly given time and resources. There will be NO compensation for responses to this sources sought notice, all participation is purely voluntary and shall incur no costs to the Government.
